Study On Rural Land Circulation Based On The View Of Property Rights

Rural land circulation is the premise to accelerate the development of intensive and scale modern agriculture, It’s also the key to solve the Agriculture, rural areas and farmers’problems in our country.The Party’s eighteen Third Plenary Session clearly affirmed farmers property rights as property rights, Given the rights to contracted management in collateral, guarantees and shares to develop agricultural industrialization so as to guarantee the farmers’ land property rights,Then Allocated the value-added income of non-agricultural and urbanization,The circulation of rural land contracted management right is referred to a new historical height.But because of the defection of China’s rural land property system,The subject of the rights is not clear,Mechanism of rural land circulation market is not perfect, Especially with the development of our Rural land circulation service organization,farmers’rights and interests protection mechanism has not been established. All these problems cause the efficiency of rural land circulation in China is very low.Therefore, from the perspective of property rights to explore new paths to promote the circulation of rural land,developing different forms of land circulation can be a useful way to promote the development of the agricultural modernization in China.Based on the Property rights theory, the Principal agent theory, and the scale economy theory, combined with the current situation of The circulation of rural land of Hunan province, the writer analyzed the different rural land circulation forms under "separation of two rights", "separation of three rights", then compared the advantages and disadvantages of different mode of Hunan province. Focuses on the empirical research on the mode of rural land stock cooperatives under the "separation of three rights".Finally, according to the analysis of theory and the empirical results to give some suggestions to policy of the circulation of rural land in the view of property rights.This paper is divided into six chapters,The first chapter introduce the research background and significance, the domestic and foreign research dynamic, research methods, the innovation of this paper and the technical route, the second chapter is about the concept of rural land property rights and rural land circulation definition the basic categories.The third chapter is about the basis of property right of rural land and rural land circulation in Hunan province,It’s Firstly expounds the changes of the rural land property right system in China,Then Analysis of the different property rights in the process of rural land circulation behavior,Finally,Analyzes the present situation and difficulties of rural land circulation in Hunan Province.The fourth chapter analyzes the circulation of rural land forms under the different property right structure, Specifically elaborated the structure of rural land circulation forms under "separation of two rights" and "separation of three rights". And analyzes each model combined with the characteristics.The fifth chapter is the analysis of the willingness of farmers involved in land shares cooperative and the influencing factors,The empirical analysis is Based on the household survey in four areas in Hunan Province. The sixth chapter is about rural land circulation path selection and policy recommendations from the angle of property rights,Mainly from the aspects of government, the new intermediary service organizations and farmers themselves these three aspects to put forward the Countermeasures.
