Research On Evaluation And Issues For The Quality Of Urbanization Of Liangping County In The Context Of New Urbanization

The rapid development of China’s urbanization, has made many achievements, the main manifestations: the number of towns and population growing, non-agricultural industries continue to urban agglomeration, increasing the size of the urban, basic services and features continue to improve, and so on. While rapid urbanization has also brought many problems, restricting the social and economic development, urbanization healthy and sustainable development of China’s future social and economic development of great significance. In view of this, in this paper, the new urbanization into the background, select Liangping County of Chongqing as the research object, through the establishment of new urbanization quality evaluation system, from the microscopic to the county level, the new urbanization development measure of the quality and in-depth analysis, the main conclusions are as follows :1) Articles from geography, economics, sociology and other disciplines theory, through the integration of the relevant meaning of urbanization, combined with the new urbanization development background, urbanization is essentially later analysis, through the relevant evaluation method on Urbanization and research experience to be summarized and concluded, enriches the system of regional economic geography, provide a reference for future exploration of new urbanization development direction and value orientation microscopic region.2) By analyzing the present situation of urbanization development Liangping County, although Liangping County rapid development of urbanization, but in the new urbanization and industrialization process of development, there are still different levels of environmental and social issues. Comprehensive results, Liangping County has four particularity in the economic and social development process of new urbanization: abundant natural resources and development is difficult; low level of urbanization and rural population shift slowly; the market mechanism and the planning mechanism coexist; fragile ecological environment and serious environmental pollution.3) Through the establishment of new urbanization quality evaluation system, the new urbanization development quality of Liangping County shall measure and scientific evaluation. This paper selects 33 evaluation, using Mean Variance Empowerment Analysis, Gray Correlation Analysis Method and mathematical statistics software, calculated new urbanization index weight, quality score and locality "pros and cons" relationship. conclusion as below:First, time series analysis, the Liangping County of urbanization development is divided into three phases: the first phase of a low quality, new urbanization overall quality showed a steady growth trend, from 2006 to 2007 the growth 0.1726 to 0.2154, maintained a good momentum of development. The second stage is to enhance the acceleration phase, the rapid growth of new urbanization quality, overall quality of urbanization increased from 2008 to 2013 the growth 0.3121 to 0.5873, Liangping County, the new urbanization is accelerating promotion period. The third stage is optimized to enhance the stage, the new urbanization by the overall quality of growth from 2014 to 2015 the growth 0.6424 to 0.6591, increase of 0.0067, Liangping County, the new urbanization is optimized to enhance the period, in which the spatial, social, environmental and regional development greater growth.Secondly, population, spatial, economic, social, environmental and regional development six dimensions of Liangping County of new urbanization expanded evaluation. In the context of the new urbanization development in the future should be prepared to promote the optimization and upgrading of industrial structure, strictly control the scale of construction land, enhance service quality, promote clean production and lifestyle, to accelerate the integration of urban and rural Liangping County, to further promote coordinated urban and rural development.
