Research On The Impact Of Fiscal Expenditure Structure On Green Economic Developmen

The 20 th National Congress stressed that it is necessary to adhere to the concept that green water and lush mountains are golden mountains and silver mountains,accelerate the green transformation of development mode,and at the same time play a role in promoting economic growth,regulating income distribution,protecting the ecological environment,providing public services and other aspects.In order to study the relationship between fiscal expenditure structure and green economy development,this paper first expounds the necessity of studying the relationship between fiscal expenditure structure and green economy development through literature review.Secondly,the connotation of green economy development is defined,the classification of fiscal expenditure structure is determined,and the path of fiscal expenditure structure to affect the development of green economy is analyzed.Then,the current situation of China’s fiscal expenditure is analyzed,and at the same time,the green economy development index system is constructed,and the time series global principal component analysis method is used to obtain a comprehensive index of the green economy development level of 30 provinces in the country from 2008 to2020,and it is found that China’s green economy development is improving year by year,but there is a large gap between the eastern region and the central and western regions.Subsequently,using the provincial panel data from 2008 to 2020,a fixed-effect model was constructed to specifically study the impact of economic construction expenditure,environmental protection expenditure,social welfare expenditure and administrative management expenditure on the development of green economy,and the empirical results found that economic construction expenditure,environmental protection expenditure and social welfare expenditure can significantly positively affect the development of green economy,administrative expenditure significantly negatively affects the development of green economy,and there are differences in the degree of impact of various fiscal expenditures on green economy development in the eastern,central and western regions.Economic construction expenditure in the eastern region does not significantly inhibit the development of green economy,environmental protection expenditure and social welfare expenditure promote the development of green economy to a greater extent,environmental protection expenditure in the central region does not significantly affect the development of green economy,economic construction expenditure and social welfare expenditure promote green economic development to a greater extent,environmental protection expenditure in the western region significantly inhibits the development of green economy,and economic construction expenditure promotes green economic development to a greater extent,in order to better explore and optimize the structure of fiscal expenditure,a threshold regression model is constructed.obtain the optimal scope of fiscal expenditure structure for the development of green economy;Finally,based on the relevant empirical results,countermeasures and suggestions are put forward,and according to the different development conditions of different regions,the optimization suggestions for rationally adjusting the structure of fiscal expenditure are put forward in a targeted manner.
