The Research On Rural Land Circulation Of Minority Areas In The Process Of The New-type Urbanization

In recent years, the problem of the circulation of rural land is a social hot spot, some scholars at home and abroad have extensive discussion on the rural land circulation in the process of the urbanization, and provided a lot of reference for our study. Longfeng town in Enshi City is a very representative national minority area, under the background of the new town, and it has very important significance for the other minority areas when we take research on the land circulation problems of the the rural resident in Longfeng town.Based on combing and summary of domestic and foreign land circulation theory and practice, we systematically examines the rural land circulation’s status and problems in the Longfeng Town of the Enshi City of Hubei Province, then explore the influencing factors of the rural land circulation in the ethnic minority areas through the stata12 software by using the method of Probit regression analysis, and lastly put forward the relevant policy recommendations.This study first examines the rural land circulation status of Longfeng town in Enshi City of Hubei Province, and has found that the desire of the rural residents’ land circulation is low in Longfeng Town of Enshi City, the scale of overall land circulation is not large, and the government intervention exists in the land circulation, with some persuasion, but has attracted some social capital to participate in the land circulation by way of investment. At the same time, through the investigation of Enshi Longfeng town in the current rural land circulation mode, this paper summarizes two kinds of land circulation patterns in Longfeng Town: one is private voluntary circulation mode, and the second is the capital dominant mode. Secondly, there are some problems about the rural land circulation in Longfeng Town of Enshi City, such as the period of private voluntary circulation is short, the land circulation is not standard, the income of the rural land circulation is low, and the social security mechanism after the land circulation is lack, and so on.Again, we use the investigation data of Longfeng town, with OLS and probit model, do the empirical study on the influencing factors of land circulation of Longfeng Town in Enshi City, and find that level of education, regular migrant workers, township cadres will improve the rural residents’ willingness of land circulation, while the age can reduce the rural residents’ willingness of land circulation. Finally, in our country to promote the new urbanization background, we have proposed some countermeasures and suggestions from the aspect of market and government to accelerate the land circulation in minority areas, including strengthening publicity and demonstration, encouraging farmers consciously to participate in the land circulation; strengthen the function of the government, safeguard peasants’ land circulation income; give full play to the policy guidance so as to keep the standardized rural land circulation; the introduction of market mechanisms, building the rural land circulation market; promoting the new type of urbanization so as to achieve “integration” between peasants and the circulation of rural land.
