Study On The Development Strategy Of Guangdong Science And Technology Innovation In The New Normal Of The World Economy

The world economy is coming to a new normal state, which has following characteristics: low economic growth rate, weak trade growth, stagnant investment activity. The new industrial revolution and technology revolution are about to happen, while the old one is drawing to an end. To speed up kinetic energy conversion between the old and the new, the key is to promote the innovation-driven development strategy, powered by scientific and technological innovation. At present, Guangdong Province has the science and technology innovation ability at the domestic leading level, but there is still a long way to go before we can call count as innovative country or region. So, it is of theoretical significance and practical significance to study the development strategy of Guangdong science and technology innovation in the New Normal state of the world economy.Firstly, this article reviewed literature home and abroad on technological innovation theory, national innovation system theory and regional innovation system theory, analyzed the relationship between technological innovation and economic development, the relationship between the input and output of science and technology, evaluation of science and technology innovation capability. On one hand, this article reviewed the characteristics of the new normal, combining the present situation of Guangdong science and technology innovation, Outlined the challenges and opportunities of Guangdong science and technology innovation under the new normal. On the other hand, the article built a four dimensions of the evaluation index system, including science and technology innovation base, investment, output and performance, finished the date about Beijing, Jiangsu, Guangdong and other eight provinces and cities in 2013, using the grey comprehensive evaluation method, to make an empirical analysis of the scientific and technological innovation ability of them. On this basis, through the analysis of the United States, Japan, South Korea technology innovation construction experience, the article explored the historical experience, with reference and enlightenment meaning, for Guangdong. Finally, according to the research conclusion, this article put forward the development path of Guangdong science and technology innovation and development path in the new normal.It is found that: in the new normal of the world economy, Guangdong is now facing not only the opportunities of the construction of an innovation country, the industrial transfer, the international technology cooperation and the innovation talents converging, but also the challenge of Science and technology competition, the widening gap between technology, the acceleration of Industrial revolution. Among the eight provinces and cities, Guangdong ranked the second in the "scientific and technological innovation environment", "scientific and technological innovation output", "scientific and technological innovation performance" while ranking the fifth in the aspect of "science and technology innovation investment" with the overall strength falling behind of Beijing and Jiang Su. Guangdong science and technology innovation can gain the experience from America, South Korea and Japan: improving the original innovation ability, increasing investment, improving the system, strengthening the innovation talent strategy. Optimizing the environment, increasing investment, activating innovation main body and strengthening the leading role of science and technology can benefit Guangdong’ Science and Technology Innovation in the new normal of the world economy.
