Study On Applying PPP To Urban Water Management

Water is the important prop for the sustainable development of our country’s economy and society. Currently, modern highly social development of industrialization and urbanization, the rapid growth of population and consumption levels and some other factors led to the shortage of water resources may become even more severe. It has become the most important factor that restricted economy and social sustainable development.Therefore, finding the way to solve the conflict between supply and demand of water resources is imminent. Since 2014, our government departments strongly promote the use of PPP in urban water management. PPP can attract the enterprises that have rich management experience and strong capital support. It has been an effective method of solving the shortage of fund in this area.The application of using PPP in urban water management is a necessary requirement of the development of our country. PPP could solve the problems lying in the traditional approach effectively such as the shortage of capital fund, low efficiency, lack of advanced technology and effective management experience and so on. These problems severely restrict the quick development of the urban water management area. Combined with the new public management, public economics, public administration and some other related theory and the current situation, this paper analyzed the current five major problems in urban water management using of PPP. They are de-normalized and imperfect competitive project operations, signing of contract in haste and cancellations at random, poor oversight,silly prices biding and low public participation. Then through the summarization of the advanced experiences of France, the UK,the US and three other countries, this paper tries to find out the meaningful reference. In the analysis of the QriginWater enterprise case, it is proved that strong capital strength, the core of the advanced technology, excellent operation and management mode and rich experience in the PPP practice are the major reasons to why QriginWater has become so successful. Finally, based on theoretical analysis and case analysis, this paper puts forward some recommendations on government level and enterprise level separately. Suggestions are given the governmental departments to transform function, improve the law and the supervision system, strengthen financial support, and train and preserve PPP talent. Suggestions are given the enterprise to improve the level of operation management, improve financing ability, to build the core technology and depth development industry chain and expand business scope.
