The Fifth Plenary Session of the 18th Central Committee put forward the concept of "green development" for the first time.The report of the 19 th National Congress of the Communist Party of China made building a "beautiful China" one of the goals of modernization,and regarded "green development" as an important way to build a "beautiful China".As a result,the development concept of "lucid waters and lush mountains are invaluable assets" has gradually become the guiding ideology for local governments to develop the economy.In my country’s current administrative governance model,political incentives are one of the important strategies for the central government to guide local governments to govern their jurisdictions according to the central government’s policy guidelines.So how can local governments,motivated by political factors,practice the green development concept advocated by the central government in urban construction? Green PPP(Public-Private Partnerships)projects have become an important tool for local governments to respond to central policies and improve the efficiency of public goods and services due to their advantages in financing,efficiency and environmental protection,and have grown rapidly in recent years..However,few studies have focused on the impact of political incentives on the implementation of green PPPs in urban construction.Therefore,this paper will conduct in-depth discussions in this context.This research is mainly divided into three parts.First,it systematically sorts out and reviews the research on the impact of political incentives on urban construction,the impact of PPP implementation rate,and related research on green development and PPP;second,on the basis of literature review Combined with the promotion championship theory,three research hypotheses about the incentive effect,the perception bias effect and the distribution effect are put forward.The resume information of the secretary of the municipal party committee and the mayor of each city is collected manually,and the crawler technology is used to obtain the landing data of green and non-green PPP projects.Panel data of 287 cities from 2014 to 2019,and then use Stata software to carry out fixed-effect regression to verify three hypotheses about the impact of political incentives on the green PPP landing rate in urban construction.The results show that: First,political incentives have an incentive effect on the green PPP landing rate,and the green PPP landing amount rate changes in an inverted U-shaped manner with the tenure of officials,showing a development trend of first increasing and then decreasing.Second,political incentives have a perceptual bias effect on the green PPP implementation rate.Local government officials are more willing to develop more visible municipal and ecological projects in green PPP,while ignoring energy projects.Third,political incentives have a distributive effect on the implementation rate of green PPP.Although there is no significant difference in local government investment in green and non-green PPP,non-green PPP funds are more allocated to energy and ecological PPP projects middle.Finally,based on the above conclusions,policy suggestions are put forward in terms of improving the tenure charter,the assessment system,the accountability system,guiding the healthy competition of local governments,and revising the PPP laws and regulations. |
