Governmental purchase refers to behaviors that national institutes, government-affiliated institutes and organizations collectively purchase goods, projects and service on certain lists or beyond limitations with fiscal funds in line with laws. Governmental purchase is dominated by governments and funds involved come from fiscal money. The practice of governmental purchase regulates purchase of governments, enhances management and supervision over fiscal expense, lowers costs, increases use effectiveness of fiscal money, and encourages improvement of macro-regulation in line with long-term national macro-economic policies. Since release and complementation of Laws on Governmental Purchase, the work has been increasingly regulated and legalized, but there are still many problems.This paper targets at governmental purchase in Fuyang City. It first describes background and meaning for this study, reviews domestic and foreign previous researches, main contents and methodology, related knowledge and theoretical basis. Then, the paper introduces status quo of governmental purchase in Fuyang City and obtained performance in recent years. The paper also concludes existing problems like imperfect mechanism, irregular budget rules, low scale-effectiveness, ineffective supervision, unestablished performance evaluation and low quality of purchase personnel. Then, the paper explores characteristics of governmental purchase mechanism in developing countries of America and Korea and offers inspiration based on advanced experiences in Nanjing City and Shanghai City. Finally, the paper suggests perfecting budget management of departments, introducing supervision mechanism and setting up evaluation system to improve quality of purchase personnel, making full use of policies and encourage electronization of purchase.
