Research On The Government Responsibility Of The Pension Security Of Land Lost Farmers

As of 2015, the total area of rural collective land is 66.9 million hectares, 674 million rural population, China’s population is composed of peasants in the most massive groups.Land and Farmer is the relationship between fish and water, the land is engaged in the production of information on activities of farmers, is the root of the farmers’ survival and development,the importance of land for farmers is self-evident.But with the development of economy and the speeding up of urbanization,the amount of rural land imposed for urban construction, less the amount of land tenure for farmers.For farmers, on the one hand, they lost their land after land expropriation, but on the other hand the loss of the land did not bring them the identity of the farmers thoroughly change, they just have a new name for land-lost farmers. A large number of landless peasants wander between urban and rural areas,both urban "uninvited guest" and rural areas "stranger",causing them to gradually marginalized.Therefore, the solutions of the problem of land-lost farmers endowment is directly related to social stability and economic sustainable development.Government, as the main responsibility for social security, should take up the construction of landless peasants old-age security-building task, give peasants a quality of later life.This paper introduces a new perspective- the responsibility of the government to study the landless peasants pension system, through the responsible government theory, market failure theory, theory of Maslow’s hierarchy of needs, To clarify the government’s responsibility in the construction of the pension security of land lost farmers.And according to the current situation of the government’s responsibility to protect the land lost farmers pension,analysis of the problems and the specific causes.Then by analyzing the foreign Government in the rural old-age security Construction of responsibilities, draw some good experience and enlightenment for the construction of land-lost farmers endowment insurance in our country,Finally, some countermeasures are put forward to improve the government responsibility of the landless peasants.
