The Research On The Common Property Rights Security Housing System Of Shanxi Province

The common property housing system upgrades the property arrangement, land use types, management, price determination and access-exit mechanism based on the affordable housing system.Compared with the affordable housing system,common property housing system is one of the most important and innovative contract arrangement. It can improve the practice problems of affordable housing system.Our country has identified 6 cities to start a pilot of common property housing system,Shanxi province has also weakened the affordable housing status and actively explores the construction of common property housing system.Therefore, to carry out a research on common property housing system has an important significance for refining the housing supply system and upgrading the traditional affordable housing system.This paper uses literature analysis, theoretical analysis,empirical analysis and quantitative analysis to carry out the research on common property housing system of Shanxi.,Mainly analysis of the development,status, problems of affordable housing system and the necessity and feasibility that how affordable housing system transform to common property housing system.Finally,put forward specific policy recommendations for Shanxi province combine with the practice of domestic and foreign countries.These recommendations are bound to play a positive role in promoting the housing security system construction.The research shows that in order to refined housing security system of Shanxi province, an important means is to build a transfer channel between the common property housing system and the affordable housing system. In specific construction process, we should first improve the top-level design of the security housing system,clarify the system’s status,security object,access principles and other important factors. Secondly, formulate principles of the initial share determination, make the rights and obligations of both parties established.Finally, formulate the exit mechanism,create conditions for reusing of the security housing resources.
