In our country, most of the sandwich layer groups to get a shelter which is not moved by the wind and rain, to live and work in peace efforts. States solve the housing problems of low-income families with economical housing in 1994.But with the rapid expansion of quantity, many problems of economic housing policy are gradually exposed, the evaluation of the policy and the orientation of the reform are also widely debated. Government public rental and low-rent housing will pursue together, they are designed to meet low-income families temporary, transitional housing needs, but ignoring its own fixed residential psychological needs. As an innovation of affordable housing, shared-property housing changed by a single body burden alone purchase expenditure situation, but also to its co-owners of the property to bring prescription tenancy restrictions, to a certain extent, to provide a platform for common property buffer of affordable housing demand for funds.This paper compares the shared property housing and other types of affordable housing, come to the advantages of the ownership of the property right in the clear property right. shared property housing can make up the defects of affordable housing in the distribution of income, to upgrade the function of affordable housing, to become leader of the housing property type, dispersion and mid-range commercial housing real estate market demand, the supply main body or property type of affordable housing, will tilt to shared property housing. After analyzing the operational status in the current shared property housing six pilot cities, summarized the shared equity and shared ownership patterns and corresponding modes are the advantages and disadvantages are analyzed.The main part of the article in chapter three embodied the new model of shared property housing construction, while adhering to fair, appropriate to local conditions and to protect the three principles of the premise, grasp ancillary support systems, supply planning system, financial operations system, placing system management of these four operational aspects which based on the supply system and capital operation system planning, to manage the allotment system as the main body, with auxiliary supporting system for protection. Finally put forward in the sharp contradiction between supply and demand in the process of urbanization, rapid urbanization and shacks transformation area needs shared property housing to reduce the pressure on the city, how to through the distribution of property right under the limited housing, apply for registration and waiting queuing system, be excluded from the market outside of the housing needs of low-income groups have been treated fairly, and then solve the housing problem "sandwich layer".The last part of the article is a new mode of shared property housing applied to the empirical analysis of affordable housing construction in Harbin. Through the introduction of Harbin affordable housing construction and the deficiency of Harbin affordable housing construction, and then points out the necessity of Harbin to carry out shared property housing, so as to give Harbin run shared property housing in the scheme design of Harbin commissioning. First to establish shared property housing management institutions and publish relevant laws and regulations to complete basic work; Second prediction of property rights housing demand to carry out the planning and construction; Discuss again use order to recover part of the construction fund, to realize the rapid flow of construction funds; Finally, calculate the income of low-income groups in the range of affordable housing to set common property barriers to entry, put forward suitable for Harbin co-ownership exit mechanism of affordable housing.
