Research On The Sustainable Utilization Of Cultivated Land In The Development Of Urbanization

As the material foundation of human survival and development, land plays an important part in the booming of economy and society. Being an essential part of land, cultivated land, the key of agriculture development, is a kind of irreplaceable rare resource, and its sustainable utilization has a vital effect on the social and economic sustainable development. Insisting on dynamic balance of cultivated land changes to meet the needs of production and living of people is a wise way of rational utilization of cultivated land resources. However, with the increasing growth of urbanization, the more the needs of land become, the worse the situation of high quality cultivated land being encroached is; the contradiction between gound and population is more severe and important, which makes a dreadful threatens to the protection of cultivated land. As the capital of Sichuan Province, Chengdu City, which is both the center of science, finance and business and trade and the traffic hubs in southwest of China, has advantages of natural, social and economic conditions in the utilization of cultivated land. While, accompanied with the rapid flourish of economy and population in Chengdu City, due to the explosive development of industries and residential and traffic construction, the quality and quantity of cultivated land is decreasing, and the sustainable utilization of cultivated land is confronting with serious challenges. As a result, having a clear understanding of the situation of the cultivated land and giving a proper evaluation to the condition of the utilization of cultivated land will have a significant meaning to guarantee the food security and social stability in future.Taking Chengdu City as an example and making good use of the relating researches organized by domestic and overseas scholars, the author looked up a large amount of literature and Statistical Information. By analyzing the urbanization, the development and impacting mechanism of the sustainable utilization of cultivated land in Chengdu City, this paper not only builds the evaluation index system of sustainable utilization of cultivated land in Chengdu from the five aspects of productbility, protective, stability, efficiency and sociability of cultivated land, but also measures the sustainable level of cultivated land in Chengdu by taking the time point of 2005,2009 and 2013,and taking advantages of Entropy Method and Comprehensive Evaluation Model. According to the results, this paper explains the spatial-temporal patterns of cultivated land of Chengdu and gives a further study on the effects the urbanization made to the sustainable utilization of cultivated land by using Fixed Effect Model. Referring to the research aims, this paper concludes:(1) With the analysis of the evaluation results of sustainable utilization of cultivated land, the level of utilization is descending. In addition, the differences of this level in 19 districts and the polarization degree of comprehensive score are quite obvious.(2) The spatial pattern of sustainable utilization of cultivated land in Chengdu forms a structure of circle layer which is gradually decreasing from the city center to the surroundings. The subsystem of productbility, protectability and stability of cultivated land forms a structure of “basin” which is gradually decreasing from the surroundings to the city center. The subsystem of efficiency of cultivated land forms a structure of “pyramid” which has the same descending trend as the spatial pattern. And the subsystem of sociability of cultivated land forms a structure of “wave” which is descending from the surroundings to the city center.(3) With the analysis of spatial auto-correlation, the spatial clusters of sustainable utilization of cultivated land generally are obvious. The hot spot mainly distributes Dayi County belonging to the three circles, which has the spatial homogeneity with the neighbor counties; while the ice spot is mainly located in the city center which presents agglomerating situation.(4)Relating to the study on impacting mechanism the urbanization has on the sustainable utilization of cultivated land, the sustainable utilization of cultivated land has a positive correlation with economy urbanization; While a negative correlation with land urbanization, population urbanization and society urbanization, and they all have inhibitory effects on the sustainable utilization of cultivated land, among which land urbanization has the greatest degree of this effect and the effect of society urbanization is less.
