Study On The Interest Conflict And Coordination In The Privatization Of Public Service

It was in the early 70s when the research on Privatization of Public Service,as a response to the drawbacks of the traditional public service supply system,was inspired by the Western government reform.In China,the privation of public service initially set its step back into 1990s,which now has been promoted cosmically with the unceasing deve1opment of the market economy. Privatization of Public Service solve the problem of the traditional public service supplysystem effectivly,but the introduction of multi-stakeholders leads to a series of contradictions and conflict of interest,therefore "Pareto optimal" cannot be achieved in public resources,hindering the smooth and sound development of the privatization of public service.At present,the research on the conflicts and coordinations of privatization of public services is inadequate, so, this study si of profound practical and theoretical significance.By applying the theory of principal-agent , stakeholder and public choice,this dissertation probes normatively into problems appeared in the privatization of public services in the performance and the reasons for conflict of interest, governance experience to carry out research ideas norms on the basis of comparative study of Qualcomm,case study and document study.This study shows that in the reform of the privatization of public services,the introduction of market mechanisms not only has many positive effects,but also triggers a series of contradictions and conflicts of interest.Besides,as the laws and regulations on China's privatization of the public service are imperfect,with the lack of effective monitoring and coordinating mechanisms,the contradictions and conflicts become more acute, causing serious harm and the negative effects.Effective system and a sound mechanism is the only way to eliminate the interest conflicts in the privatization of public services.Based on the consideration above , this dissertation dedicates to the study of operational ways to eliminate the interest conflicts in the privatization of public services,concretely the improvement of laws and regulations related to privatization in order to enhance the protection of the interest standardization,the establishment of good coordination mechanisms, namely the establishment of a information disclosure mechanism and effective mechanism for interest expression and realization as well as a complete system for supervision and effective integration of the interests of all parties,thus the government's role to strengthen supervision of the privatization reform effectively being positioned reasonably.
