The EU as the world’s largest regional economy, the integration of economic form in the influence on the international community. For the issue of climate change, the EU has been walking in the forefront of the world, in the 1990 s, the EU is aware of climate change and the use of renewable energy to the important role of economic development, began to promote the reform of the climate and energy policy. In 2007, the EU has established three objectives on the climate and energy field, called the 2020 EU climate and energy policy, hereinafter referred to as "20 and 20-20" goal. In 2014, the European council passed the 2030 climate and energy policy framework, put forward the climate and energy policy has more realistic significance. Through the untiring efforts of the 28 countries, the EU has now been set up to match its political and economic status of emission reduction policy, legal system, relying on scientific and technological innovation, financial support from renewable energy research and market regulation and effective measures, such as in response to global climate change.This paper through the research of the development of EU climate and energy policy, combined with the policy’s actual execution effect, summed up the long-term climate policy and the characteristics of universality in the EU. Then analyzed in detail in 2020 "the EU climate and energy package" and "the EU climate and energy framework" in 2030, By comparing and analyzing the differences between the strategic objectives and the stage goals, to explore the reasons for the changes of policy ideas. This paper focuses on the EU in 2030, climate and energy policy framework of debate and prospect, and according to the existing data, looking forward to the implementation of the EU climate and energy policy, at the same time, the system of the EU in the field of climate and energy are summarized the experiences and lessons obtained, to develop a suitable for the situation of China’s climate and energy policies, laws and regulations, realize the dream of beautiful China, out of a low carbon environmental protection and green development path, has profound and important significance.Our country should actively learn from the successful management experience, according to our own national conditions to deal with climate change and the development of energy utilization, establish cooperative relations with the EU, get the common response to climate change and energy problems.
