China’s sustained and rapid economic development with urbanization led to a growing demand for energy. Represented by oil of fossil energy reserves decline rapidly, that raises concerns for energy. Fossil fuels burning leads to air pollution which makes people’s both body and mind to pay a painful price. Use of new energy to replace the traditional ones become the consensus of the world. Our country in the aspect of development and utilization of new energy has been in the top of the world,that made a profound impact on the development strategy of the enterprise.In the western developed countries, the proportion of new energy power in the energy strategy is expanding, China also has been clear about the proportion of new energy power generation and goals in the development plan, in the same time,China promise solemnly to the world that by 2020, carbon dioxide emissions reduced by40-45% on the basis of 2005. "the 13 th Five-Year" Renewable Energy Development Plan(draft) "clearly put forward that, by 2020, the proportion of non-fossil energy in the total energy consumption reached 15%, while the ratio reached 20% in 2030.During this period, new investment will be about 2.3 trillion yuan. By the end of2020, solar power will be 160 million kw(150 million kw), and wind power will be250 million kw. It can be predicted that the new energy industry will still get national policy support and will have broad development space.JLS new energy investment co.,ltd, as a Provincial State-owned Enterprises which specialize in development and utilization of new energy sources, faced with several problems to be solved, such as how to form independent entity as soon as possible and secure a stable cash flow to walking out the predicament. The key tosuccess or failure of the decision strategy is how to make full use of these advantages,such as existing enterprise policy, region, financing and talent advantage, in the same time to choose a development model suitable for their own, to develop and implement the scientific development strategy of enterprise, and "catch put, choose appropriate".This paper used the theory of the development strategy of scientific management and Commonly used analytical methods such as literature analysis method and interview method. According to the actual situation of JLS new energy investment co.,ltd, and through system analysis for the political environment, social environment,economic environment, technology environment from the perspective of international,domestic and provincial, this paper have done the following work: Collection of internal information, analysis and processing, while the research method mixed qualitative one and quantitative one. Through these jobs, this paper discussed the development strategy selection and formulation of JLS new energy investment co.,ltd.Firstly, by using PEST analysis model, analyze the external environment from the political, economic, social, technology aspects, clarify the impact of the future development of the industry which caused by external factors, analyze the impact on enterprise development, forecast development prospects of the new energy industry.Secondly, by Using SWOT analysis model, a comprehensive analysis was made in terms of strengths, weaknesses, opportunities and threats which inside and outside of the company. By the comparative analysis, the development strategy of the company’s strategic positioning and development goal was be put forward explicitly. Thirdly,according to the analysis results, proposed strategic combinations, analysis the application environment with advantages and disadvantages. In addition,this paper pointed out that according to the changes in the environment, these combinations should makeup each other. Finally, according to the current environmental conditions,select appropriate strategy for JLS new energy investment co.,ltd. At the same time,five security measures was proposed: Overall planning,system and organizationframework,capital operation,human resources and performance appraisal. All of those ensure that these strategies are implemented but not only stay on the paper, The more important is to enhance the effectiveness and practical significance.
