With the international capital flow accelerated, the scale of global foreign direct investment increased year by year. China began to implement the "going out" strategy in 2000, and encourage enterprises to increase foreign investment, then introducing foreign capital and foreign investment refers to the same height, to improve China’s opening level. Among the successful businesses, the high-tech enterprises which have the information communication technology as the core are undoubtedly to be focused. China’s high-tech industry started very late and there is a big gap with the developed countries, so for a long time, China has dependent on foreign investment to get technology spillover effect,therefore, the researchers focus on the theory about location choice of introducing foreign investment in China. They often use econometric methods to explore the motivation of foreign direct investment in China and the decision study on the factors. But the theories about foreign direct investment from China’s high-tech enterprises are less. In 2014,Lenovo official bought Motorola’s mobile phone business with the price of 2 billion and910 million dollars, Dongfeng Motor Company bought 14.1% stake of Peugeot Citroen group with 1 billion and 90 million dollars, China’s high-tech industry dynamic direct investment in the global has set off a burst of hot. This article started from the history of the development of high-tech enterprises, compares the characteristics of high-tech industries with traditional industries in China and the high-tech industry in western developed countries to find out the particularity of China’s high-tech industries and complex environment in China and abroad, to talk about the location selection in the process of China’s tech enterprises foreign direct investment.This paper is divided into seven parts. In the first part, through the analysis of the new situation of China’s macro economy, this paper describes the background and significance of this research, and reviews the classical theory of foreign direct investment and the research which domestic and foreign scholars have done; the second part uses the quantitative analysis method to study the complexity and particularity of the high-tech industry in foreign direct investment process, then analyzes the factors and influence of location choice; the third part embarks from the foreign direct investment of China’s overall situation, analyze the industry distribution and regional distribution, which emphasis the characteristics of location choice; in the fifth part, this article use the motivation theory of foreign direct investment and cultural factors to analyze the influence factors of high tech enterprises. In the sixth part,this article select the economic data in 10 developed countries from 2005 to 2014, using the gravity model of trade theory, choose 6 location choice factors, the results were significant, but the influence of factors are not the same; The seventh part talk about the for problems, and puts forward some suggestions, to play the dual role of the enterprise and the state.
