| With the rapid development of knowledge economy, technological innovation is increasingly evident in the country and enterprises. Scientific research personnel, as the important human resource group, the value of human resources, the cultivation of the value of human resources, has become a strategic issue that needs to be considered in the long-term development of enterprises. Therefore, it is very important to establish a scientific research personnel with its own characteristics, which is in line with the requirements of enterprise development and has its own characteristics. Through the use of competency model, the enterprise performance and personal growth, the use of competency model building method, to find out suitable for scientific research personnel echelon construction, and the competency model thought through the construction of the follow-up training, assessment, use and so on.The first part of this paper mainly puts forward the necessity and importance of the construction of enterprise scientific research personnel to carry out the talent echelon construction. In the second part, the paper discusses the relevant concepts, such as scientific research personnel, talent team and competency model, and puts forward the object definition of the research content of this paper. In the third part, taking the oil research institute as an example, this paper discusses the current situation of the construction of scientific research personnel, and analyzes the existing problems.In the fourth part, according to the existing problems and expectations in the development of scientific research personnel in the oil research institute, this part is based on the theory of competency model. The fifth part, the use of human resource management of the overall perspective, based on the theory of competency model of scientific research personnel to build a comprehensive application, and predict the application effect. Finally, summarize the research results of this paper, and propose the limitations of the research and the future direction of improvement. |
