Evaluation And Research Logistics Capability Of Medical Device Wholesale Enterprises

China’s medical device management industry threshold is very low. By the end of 2013. there are a total of 183.809 medical device management enterprises in our country, with "small, scattered and disorderly" outstanding problems. Around the medical device regulatory departments are exploring to solve the big quantity and the contradiction between the limited regulatory resources by means of the third party logistics. In the process of exploration of third party logistics mode, enterprise qualification evaluation becomes urgent need to solve the problem.. Beijing municipal food and drug administration starts the third party logistics pilot medical devices work within the scope in September 2013 and in early 2015 starts the pilot enterprises logistics capability evaluation. This article is based on the Beijing municipal food and drug administration to set up "the Beijing medical device management enterprise third-party logistics comprehensive ability assessment" subject, to evaluate the medical equipment management enterprise logistics capability analysis, and determine whether the companies have the strength to provide third party logistics, and then offer reference for regulatory policy.This paper studies how to evaluate the medical device management enterprise’s logistics capability. First of all, from the logistics mode, flow and features three aspects, the paper analyzes the logistics present situation of medical device management enterprise. In turn, to define the connotation of logistics capability of medical device management enterprise, the paper introduces the elements ability of logistics refers to special logistics ability; the logistics operation ability refers to generalized logistics ability. Logistics elements ability reflects the static ability after enterprise inputting the resources; the logistics operation ability is representation of elements between the input and output efficiency of dynamic capabilities. Based on the analysis of influence factors of medical device management enterprise logistics capability, the logistics capability evaluation index system is designed, combining the principal component analysis (PCA) to screen the logistics operation ability index. After, use analytic hierarchy process (AHP) from human factors, financial and material resources three aspects to build hierarchical analysis model on the logistics elements of various medical device management enterprise ability evaluation, and use data envelopment analysis method to construct input-output model of medical device management enterprise logistics capacity evaluation. Finally, this paper builds the model of Beijing’s 13 medical device operation enterprises to carry out empirical analysis, measures every enterprise logistics factors and logistics operation ability, gives enterprise logistics capability rank, and points out direction of the enterprise can be improved to the weaker.Innovative points in this study is to evaluate the logistics capability of medical device management enterprise from the logistics factors and logistics operation ability two dimensions, rather than simply making overall evaluation to logistics capability, advantageous to the decomposition of enterprise logistics ability and more easier to find a breakthrough to strengthen the logistics capability. The contribution of this paper is to apply the related theory of logistics management in medical apparatus and instruments this special profession, the connotation of medical device management enterprise logistics capability and its influencing factors were analyzed, and establish an index system in accordance with industry characteristics, further by building the model makes the evaluation process can be quantitative calculation, can copy the promotion, provide theoretical basis for the medical device industry development, which can provide a scientific reference for regulatory policy.
