Along with the development of science and technology, creativity and initiative of people is becoming more and more prominent, and the importance of human resource management is gradually increasing. As the important part of the enterprise human resource management, the staff motivation is the key factor to the prosperity of an enterprise. XSW oil production plant is a subsidiary enterprise of state-owned enterprise YCYT Co. Ltd. In the face of new normal economic, especially the severe external economic situation in the second half of 2014, it has decided to seize the two elements, which are people and the well, and taken the road of meaningful development. How to effectively motivate employees and to stimulate people’s intelligence and potential is becoming an important issue for the enterprise to explore.This paper is to find out the main problems existing in the staff incentive mechanism of XSW oil production plant and to optimize the design. In order to fully grasp the real situation of employee incentive mechanism, various research methods has been applied, which include understanding the relevant data, regulation, execution status and questionnaire survey from the employees. Based on the research, series of statistic data is collected. Through the analysis of the data, the three conclusions have been made that the existing incentive mechanism is not ideal, the existing incentive mechanism is not rich and flexible, and employee incentive mechanism has not yet formed in the enterprise. Specifically speaking, the existing salary structure is not incentive, the bonus and welfare mechanism has not yet been formed, the training is not tailor-made and can’t help in promotion, the incentive and driven effect of democratic management is not ideal, the incentive methods are simple and fixed, and the people-oriented emotion environment and the united corporate culture is not built, etc.According to the survey results, by referring to relevant theory, literature and consult experts, I have designed the staff incentive mechanism optimization scheme, which adopts various forms, rich content incentives, and which optimizes the material incentives under the premise that the "equal pay" cannot be achieved immediately, and constructs fair and reasonable material incentive system, by strengthening the reasonable evaluation of salary, establishing the bonus incentive mechanism, improving the content of welfare projects, and creating a "double channel" promotion channel. And which enriches, on the other hand, spiritual incentive, and Strengthens the cultural guidance, pays attention to emotional care, and helps employees to achieve the goal of value, honor and to develop spiritual incentive system of employees in many aspects, multiple channels.
