With the high-tech information technology widely used in all types of manufacturing industry, the level of production automation gradually improves. Traditional cost accounting can’t meet the requirements of modern cost management. It is also unable to analyze the enterprise’s cost behavior completely. Therefore, it is imperative to improve the cost management mode. As one of the manufacturing industry, the operating environment of cold chain equipment industry is also greatly affected. In the face of fierce global competition, the cold-chain equipment industry must transform the original cost management model to create and maintain cost competitive advantage,in order to get the chance of survival and development. The value chain theory proposed by Potter has become an important tool for acquiring the cost advantage through the development of relevant scholars. It is an important theoretical basis for enterprise cost management. If an enterprise wants to gain the right of winning in the competition, it must manage the whole value chain activities, and make the value maximization.Through the analysis and research of cost management theory and value chain theory, this paper analyzes the similarities between them, so as to construct the cost management system based on the value chain. In order to provide suggestions to improve the current enterprise cost management, and to obtain and maintain the competitive advantage of the enterprise, this paper analyzes the characteristics of the cold chain equipment manufacturing enterprises, the production process, the main link of cost management and the necessity and feasibility of carrying out the value chain cost management. This paper integrates normative research, quantitative research, comparative analysis, case studies and other methods. In view of the current value chain cost management research emphasis on qualitative analysis, this paper builds a mathematical model based on the least square method and analytic hierarchy process. It achieves the continuous improvement of cost management by using the method of quantitative analysis.In the concrete content, this paper discusses the cost value chain of the enterprise from many angles. In the cost management of internal value chain, this paper confirm the value of the work through recognizing the value unit to eliminate the non-value-added operations of the value chain and improve the efficiency of the value-added operations. Then, the least square method is used to fit the internal value of cold-chain equipment industry. The AHP method is used to optimization the cost management of the vertical value chain. Vertical value chain cost management selects n factors, determines the judgment matrix and calculate the weight vector of each factor, then calculate the weight vector of each potential partner in each factor. The product of two weight vector is the final score and the highest score is determined as the best partner. In the analysis of competitors’ value chain, primary rival is determined through identifying competitors. Cost management strategy is making by circumvent weaknesses according to the results of the analysis about the key information. In the end, the article selects the HR company in the cold-chain equipment industry as a case. In order to obtain the long-term competitive advantage, The value resources must be integrated and each node of the value chain must be analyzed.
