China is a developing country which has a large population and high-strung man-land relationship. After the 16th CPC National Congress, urbanization is developing rapidly. Academy of Social Sciences released’urban blue book’in 2013, it point out that the urbanization rate may reach 68% till 2030. At that time our country has a large number of rural population need to achieve urbanization, as a result, it will make the 18 million mu red line of arable land at big risk. Huge population pressures and rapidly advanced urbanization and modernization relates the basic farmland protection policy, which makes the man-land contradiction more prominent. Meanwhile, in the vast rural areas in China, these land waste like scattered settlement distribution, land vacancy, unreasonable public facilities planning obviously exist. The land indicators of urban construction appeared a large gap, but the rural construction land had a large waste. Taken many factors into consideration, the government gave birth to the policy of urban and rural construction land increase or decrease in peg. However, farmers are the most important subjects of the policy, some practices that against farmers’ willingness have been reported by the media which caused wide attention. As we all know, only farmers’legal interests have been protected, the policy can develop smoothly.The theoretical part of the article have discussed the meaning of the policy of urban and rural construction land increase or decrease in peg, and relevant theories like land planning theory, intensive conservation theory and marx’s land rent theory and so on. With Jianyang Gaoming village as an sample, this paper analyzes the situation of Gaoming project and go on the descriptive statistical analysis of the willingness of homestead replacement which famers are participate in. The empirical part of the article, the author did some factor analysis about willingness of farmers’ move and placement will. The main research results are as follows:(1) There are 72% farmers would like to take part in this project among 185 respondents, most people have showed high enthusiasm.(2) The enough cash compensation, social security and employment guidance are the most popular resettlement ways for participants. Through the survey, we found most families hope to maintain the original life habit after the replacement, including the building style, housing location and so on.(3) Farmers’ willingness of the homestead replacement under the urban and rural construction policy is affected on a lot of factors, such as their basic situation and family, housing construction situation, land contract and so on. Dynamic factors are farmers’gender, marital status, family income per head, construction plan, land management way. Resistance factors are housing construction costs, homestead area and the government difficult allowance.According to the above conclusion, the article proposed some relevant policy suggestions, such as improving the land compensation standard, perfecting the rural social security system, establishing scientific working procedure, raising farmers’ voice. Consequently, hoping the research conclusion can provide policy reference to make farmers involved in land replacement orderly developing.
