Therefore, compared with the eastern region, the pressure and challenge brought about by the constraints of resources and environment are much bigger and more severe. Hence, constructing the Eco-industrial Park as a breakthrough point, and speeding up the shifting in the development mode, promoting the upgrading of industrial structure and the ecological development of the economy, which are the essential ways for these regions to move towards the resource-economical and environment-friendly society. Nevertheless, only taking what kind of road and what measures can better build the Eco-industrial Park is a problem need to be carefully studied.Based on the theories of regional economics, ecological economics and economic geography, this paper adopts the method of normative analysis and empirical analysis. Firstly, the paper analyzes the development of domestic and international Eco-industrial Park, and summarizes the typical practice and experience of Eco-industrial Park in China and abroad. It is believed that the thought liberation and the idea innovation is the premise of the Eco-industrial Park construction; the government attaches importance to and the plan is the organization guarantee of the Eco-industrial Park construction; the policy guidance and encouragement is the system support of the park construction. Then, based on the construction of Eco-industrial Park in Shandong province and the western region, the problems and constraints of Shandong Province, especially in Shandong Province, are discussed. The main features are:ideological recognition and target location, organizational management and policy incentives need to be strengthened. In the end, the countermeasures and measures of the construction of eco industrial park in the west of Shandong province are put forward based on the combination of practical experience and practical experience in Shandong.
