| With the establishment of urban land reserve system, China has gradually formed land market of being unified acquired, reserved and supplied by the government. Currently, urban land reserve supply is China’s major land supply mode, plays positive role in stimulating land resource being rational allocated greatly. But because China’s urban land reserve system is still in an operational and exploration stage and the urban land supply mechanism remains imperfect, many local governments lack professional and theoretical guidance in their decision-making process, and this inadequate decision-making basis means that land supply decisions deviate greatly. Thereby it causes a lot problems, and has bad affect on the healthy development of urban real estate. Therefore, exploring ways to reduce the error of land reserve supply decision means a lot. Here, this paper applied DEA model for evaluating land supply decision efficiency and change of 34 large and medium-sized cities in 2003 and 2009, then applied Tobit model to analyze the factors of land supply decision-making efficiency. Finally, this paper proposed some suggestions to improve decision’s level.The first part of this paper introduced the background of this study, then defined the purpose and significance of the study, combed the domestic and foreign research trends on land reserveã€land reserve functionã€land reserve decisionã€application of DEA and Tobit model, then raised ideas and technology roadmap of this study. Finally, this part summarized possible innovation and shortage of this study.The second part defined some concepts related to this study, such as land reserve supplyã€the target of land reserve supplyã€land reserve supply decision and land reserve supply decision efficiency et al, then this part expounded the related theoretical basis.The third part analyzed the relationship of system and efficiency, then overviewed the evolution of land reserve supply system in the guide of efficiency, and discussed the efficiency state in the determination of land reserve supply system. Then in the foundation of realizing the inherent relationship adequately of land reserve supply system and decision efficiency, this part proposed the study of efficiency was necessary.The fourth part first compared the methods of evaluating efficiency in common use, then confirmed that DEA was suitable for use. Then applied DEA model to analyze differences in land supply decision efficiency across 34 medium-sized cities in China in 2003 and 2009, and changes in the Malmquist index from 2003 to 2009. The results show that the land supply decision comprehensive efficiency level is affected by both pure technical efficiency and scale efficiency. From 2003 to 2009, land supply decision efficiency improved, mainly due to an increase in scale efficiency. Land in different regions is over-invested.The fifth part applied Tobit model to test the significance of factors of land supply decision efficiency. The factors included fisical decentralization systemã€urbanization% technological progressã€land market speculatioã€completed area of real estate and the awareness of citizens’ political participation. The result shows that fisical decentralization systemã€technological progressã€completed area of real estate and the awareness of citizens’ political participation has significant impact on land supply decision efficiency; urbanization and land market speculation is negatively correlated with land supply decision efficiency.The sixth part first expounded the effect of land reserve supply system on the basis of the result of efficiency’s evaluation, then combined the result of efficiency factor’s analysis, and purposed regulative countermeasures.The seventh part included main conclusionã€policy reform’s suggestion and research prospect. |
