A Study Of China’s Circular Economy Efficiency Based On Malmquist-Tobit Method

This paper makes an evaluation on 30 provinces’ efficiency of circular economy by using DEA-Malmquist index. Based on input model, the research gets one M index divided into two parts including te and tc, further divides te into two parts of pte and se.Then analyses in nation, area and province three aspects. The result shows that we make a progress about 6.1percent in developing among five years and tc owes more proportion of 3.7 percent compared with the 2.3 percent of tc. Morever, the reason why te gets an inferior position is that se is less than 1, meanwhile, pte is also not too big. At the point of three areas, the most effective one is the central section, eastern part ranks 2 and the west ranks 3.Because the result doesn’t meet the standards, the paper offers an explaination hereinafter. In 30 provinces, there are only 6 provinces making a pessimistic situation. Then, these 30 provinces are classified into three categories including optimum, suboptimum and the worst based on the te, pte and se.Based on the research of part one, the article makes an analysis that science and technology decides efficiency situation through the Tobit model. Besides, the influence factor model shows that governmental regulation and opening degree are not-significant. In addition, resource endowment is certified to be under expectation. For explaining the regression results, the paper constructs three models of eastern part, central area and western region.By two models of Malmquist and Tobit, at the last part of this article, the paper raises corresponding proposal for improving circular economy.
