For a long time, in real estate tax system of China, it is common that the customization of taxation form is not standardized. Taxes, rent, fees in real estate area are messy and "circulation is preferred to retaining". For this reason, the route "promoting real estate tax reform through house property tax reform" is carried out and the method collecting house property tax of individual houses has been focused on so as to exert the role protection and regulation of real estate market. The purpose of collecting house property tax of individual houses is to increase the local financial income, adjust the gap between the rich and the poor, promote the reasonable return of housing prices, improve the structure of the real estate tax, and promote consumption to be rational. As tax basis, applicable tax rate, object of taxation and etc. in Chongqing and Shanghai are quite different and the effectiveness of pilot reform is not obvious, the problems whether property tax pilots should be expanded and how to expand have become the focus of argument among the government, relevant institutions and experts.This paper firstly arranges the status quo of colleting individual housing property tax in our country, especially sorting out and clarifying the conception problem of individual housing property tax, and then analyzes the status quo of the above-mentioned tax in other countries and the situation of the same tax’s collection in pilots of Shanghai and Chongqing. Finally, this paper focuses on analyzing the collection of individual housing property tax in Wuhan. In this paper, the method comprehensive analysis is innovatively adopted to evaluate objectively the effect of individual housing property tax on government revenue, housing speculation and social adjustment and so on through the comprehensive analysis of government factors, personal factors and social factors. And the effects are divided into positive and negative ones. The positive analysis is mainly done by combining with the effect of house property tax on analyzing the internal mechanism of soaring house prices, the promotion of public service, and the ability to adjust the gap between the rich and the poor, as well as the theory suppression of speculative behavior motivation. As for the negative impact of collecting individual housing property tax, it the mainly analyzes the problem the heavy tax burden brought by house property tax and the problem equality is difficult to achieve; especially in-depth analysis is given for the expected impact of house property tax on social costs and economic burden shift; at the same time, the crowding out effect of house property tax in investment field and its impact on economic growth is analyzed.Finally, this paper considers that the collection of individual housing property tax in Wuhan is faced with many difficulties, such as the difficulty for supervision, the wide range of collection scope and the serious public resistance etc. Therefore, it is suggested that Wuhan should control tax collection costs, effectively reduce citizens’economic burden and stabilize economic growth rate in the collection of individual housing property tax.The article, by analyzing respectively positive effects and negative effects of property tax levy on personal individual housing, makes innovation in the measures of maximizing the positive effects and minimizing the negative effects to solve the problem step by step, and meanwhile takes the specific city Wuhan for example to analyze the pros and cons in a targeted manner.
