Houses with limited property rights is referring to the houses built by the township government or village committee alone, or jointly developed with a property developer, on the farmer's collective land, and then sold to the members outside of the collective economic organizations. The fundamental reason for houses with limited property rights being "small" is the nature of the specific land property rights that the houses have built on, have resulted in restrictive housing property rights. As a result of the collective ownership land rights can't be fully exercised under the restrictions of law, consequentially, the houses constructed on such lands possess any other rights apart from right of occupancy and usage; they do not hold other rights completely. Houses with limited property rights are incomprehensive on rights, diversity of interests related to many parties, low price. Houses with limited property rights arise with a variety of reasons, amongst which the dual land system has played a leading role in the cause. At the same time, lack of laws and regulations related to the collective land and houses constructed on it, or sometimes contradiction of these laws and regulations is another cause of small property rights houses. Besides, farmers, urban residents, real estate (constructor), towns and villages (rural) governments etc, the interests related to these parties and government housing management deficiencies are also the causes of small property rights houses.The existence of small property rights houses reflects deficiencies in systems and management, farmers'vigilance and protests on the urban and rural differential treatment policy. Its existence and large-scale expansion reveal the urgent needs for institutional innovation, it is the catalyze of adjusting in reason the distribution of interests in urban and rural areas, urging improvement of the fairness and rationalization of the two types of land rights ownership, and at the same time in our country under the existing legal norms, the existence of small property right houses has a profound impact on the current system of China's real estate market and urban development, it has brought risks to the interests of buyers. On the base of referencing experiences from houses with limited property rights regulatory and related system reforms all over the country, this paper A case the village inside city of Jiaozuo propose to regulate and manage existing houses with limited property rights in accordance with the principles of equality, maintaining stability, step by step, sustainable development regulation, at the same time focus on the reform of China's urban and rural land dual system, establish the collective- land-circulation system. Coordinate the development of urban and rural real estate.
