The Research Of Grid Management On Xiongjiang Town In Minqing

With the deepening of the reform and opening up, townships in china are experiencing massive changes. The traditional means of social management can not meet the demands any more, which starves for revolution and innovation. Grid management is a new type of social public management mode, which combined the modern management theory with the technique of "Digital City". Since its application, it incarnates a significant advantage in city management, and soon it is applied to the management of towns and villages. In 2012, grid management was adopted by Xiongjiang Town of Minqing County, and it has made a great difference. It brought Xiongjiang Town big improvements in both personnel and the general management. However, with the advancement of management, the existing grid management still exposed a series of problems. This article is based on the summary of the related theories and literatures and it begins with an introduction of the background and current situation of grid management with the method of literature research, case analysis and analytic hierarchy process. Then the paper does a survey of the satisfaction degree of villagers. It calculates the satisfaction of villagers by analytic hierarchy process and analyzes the result with analytic hierarchy process method. Also, this paper points out the problems existed on grid management as well as gives some suggestions and measures. It aims at the establishment of a highly efficient, normal and comprehensive grid management system for Xiongjiang Town, which will improve the management of administration and bring better service to local villagers.This article is separated into five parts (main content):The first part expounds the background, the purpose and the significance of the research. It introduces the domestic research status and the approach, technology roadmap as well as the characteristics of the research.The second part defines the connotation of the grid and the grid management, expounds the seamless government theory, administrative resources integration theory, collaborative governance theory and other related contents.The third part mainly introduces the political, economic, social background and the grid management significance of Xiongjiang Town in Minqing. It then introduces the existing grid management system of Xiongjiang Town, including meshing, constitution of administrators, grid and grid work-flow management information collection, transmission and processing, the creation of information platform and its working system and evaluation mechanism, and analyzes the effect of xiongjiang’s grid management.The fourth part firstly selects the satisfaction evaluation index to build a system for measuring the degree of satisfaction, and then it uses the analytic hierarchy process to calculate every index. After that, the thesis makes a questionnaire survey according to the villagers satisfaction, and calculates each index of villagers satisfaction to get the results; moreover, it points out the problems of Xiongjiang’s grid management existed in the grid management team construction, the grid management mechanism and the information platform, and then analyzes the problems one by one.The fifth part of the paper focuses on the problems existed in the course of the grid management and the villagers satisfaction results. It puts forward the corresponding countermeasures and measures, and finally establishes a set of scientific and long-term grid management pattern for Xiongjiang Town.
