Research On Strategy Of Benxi Subbranch Of Agriculture Development Bank Of China Supporting Agriculture Lndustrialization

Agricultural industrialization is not only a kind of innovation in terms of China’s rural economic system, but also a development direction of modern agriculture. Furthermore, it is an important method to solve the "Three Rural Issues". Benxi, as a city located in the east of LiaoningProvince, has advantages in natural resources and ecological environments. In recent years, the agriculture in this region has formed a kind of regionalization layout and a production mode of large scale under the help of government guidance and financial support, as well as the demonstration effect of local leading enterprises. In particular, some superiority industries have developed quickly. However, since the financial service system for local agriculture and ruralarea still needs to be improved, and agriculture has some unfavorable features such as high risks, long periods and low income, some growth companies engaged in agriculture with good development trends have to face a kind of common problems: lack of funds. This has also restricted the development of the agricultural industrialization in this region. There is a contradiction between the supply of financial supports and the demandfor funds among the agricultural industry.As the only one policy-based financial institution aimed to support agriculture in Benxi, Benxi Branch of Agricultural Development Bank ofChina, is responsible to support the development of agricultural industrialization in this region. However, it still has a lot of deficiencies to be improved at present. This article presents the definitions, functions, development trends and features of policy-based finance and policy-based financial institution. Besides, it summarizes thedevelopment path of Agricultural Development Bank of China. Through analyzing literatures and visiting some enterprises, we know the fundamentals of the leading agriculturalenterprises in Benxi. On this basis, we try to find out the reasons why Benxi Branch of Agricultural Development Bank of China is not able to give enough supports to the leading enterprises and how the policy-based finance can support the development of agriculture industrializationbetter. Then we try to propose some solutions and suggestions to help Benxi Branch provide moresupports for the leading enterprises among modern agricultural industry. We hope to find a way to make Benxi Branch not only do more for thedevelopment of the agricultural industrialization in Benxi, but also achieve a kind of healthy and stable development of its own.
