Study On The Proper Standard Of Land Expropriation Compensation In Dahuofang Reservoir’s Water Source Conservation Areas

National strategic of "fully implement the overall plan for promoting economic, political, culture, social, and ecological progress" proposed and "supply side" reform gradually thorough, promoting social civilization and ecological civilization becoming the top priority of the reform and development of China in the future. Dahuofang Reservoir in Liaoning Province, as one of the most important reservoir, in "the 13th Five-Year plan" period will be charged with Liaoning Province, Shenyang, Dalian, Anshan, Fushun and 12 seat by the water of the city urban drinking water and industrial water supply, it is the important "water supply lifeline" of the city group in the middle of Liaoning Province, which has the incomparable strategic value to the economic and social development of Liaoning province. Therefore, a scientific and reasonable land expropriation compensation standard have an important effect on residents’basic livelihood and government financial self-sufficiency, and guarantee that government land expropriation work to smooth out.Take the Dahuofang reservoir as research area, and land expropriation compensation standard as research object, the farmers’ basic livelihood and government land expropriation compensation as basement. Find problems and reasons about land expropriation compensation standard, and establish a model which takes land economic output value as basement, social security value as core, returning farmland to forest and grassland ecological value as appropriate incentive, lastly, identify three standard-high, medium and low compensation standard. And compare the standard with government finance level and farmers’ basic living expenses, in order to find the most feasible land expropriation compensation standard, and give advice on compensation policy of landless farmers. In addition to introduction, This thesis is divided into following six parts:The first chapter is concept definition part. This part firstly definite "water source protection area", "levying of land" and "land acquisition compensation", and further explain resource value theory, ecological compensation theory, ecosystem services value theory and sustainable development theory; The second chapter is status description part. In this part, we find present situation, and on the basis of this, we find problems and causes of problems in the current situation; The third chapter is model construction part. This part introduces the water source protection areas of land acquisition compensation standards appropriate design idea, put forward a model which takes land economic output value as basement, social security value as core, returning farmland to forest and grassland ecological value as appropriate incentive; The fourth chapter is model calculation part. This part combines with survey data and official statistical data and uses it into third part model, and ultimately determines the land expropriation compensation three standard-high, medium and low three standard; The fifth chapter is comparative empirical part. This part compare the standard with government finance level and farmers’ basic living expenses, in order to find the most feasible land expropriation compensation standard; The sixth chapter is policy suggestion part. This part gives advice on compensation policy of landless farmers.
