Study On Poverty Alleviation In Rural Areas Of Shanxi Province From The Perspective Of Taking Targeted Measures In Poverty Alleviation

The solution to the problem of rural poverty is the basic guarantee for safeguarding the rights of farmers’ survival and development and the inevitable requirement of realizing a well-off society in an all-round way.Shanxi Province,as an underdeveloped province in central China,exists such situations: a large population with poverty;poor people are distributed in wide areas;the degree of poverty is serious;out of poverty is very difficult.The poverty problem has become a major problem in the economic and social development in Shanxi province and even in the central region.Since the reform and opening up,Shanxi Province has adopted a series of initiatives,after 30 years’ unremitting efforts,the solutions of the poverty alleviation problem appear some initial results.However,under the influence of urban and rural dual system,the vast rural areas are still lagging behind.Obviously,the traditional poverty alleviation policy has a limited role in solving the problem of deep poverty in rural poverty-stricken areas in Shanxi Province,and exploring the new,suitable poverty alleviation path for the actual situation in rural areas has become an important way for poverty alleviation work in the new era.Based on the realistic needs of poverty alleviation work and the goal of building a well-off society in an all-round way,the Central established a new way——targeted poverty alleviation,that is,according to the guidance ’Seeking truth from facts,classification guidance,according to local conditions,accurate poverty alleviation’,breaking the extensive and generous approach of the traditional poverty alleviation and then constructing the accurate poverty alleviation ideas and policies.Under the guidance of taking targeted measures in poverty alleviation,the focuses of poverty alleviation work in rural areas of Shanxi Province lie in two aspects: on the one hand,to adopt the scientific method to identify poverty object;on the other hand,to help the poor object in accordance with local conditions.There are still many problems in poverty alleviation work.The main manifestations are the adoption of traditional single income dimension measuring method towards poverty,lack of precise identification and management of poverty object,lack of continuity and relevance during the implementation of poverty alleviation policy,all the factors above affect the effects of policy.Hereby,the article puts forward the guiding ideology that is the implement of taking targeted measures in poverty alleviation,and also builds a precise poverty alleviation strategy.Firstly,integrating the diversified causes of poverty,which breakthrough the traditional operation——take the revenue as a single dimension for the measurement and selection.This paper constructs a new method of poverty measurement from six dimensions: income,consumption,assets,environmental sanitation,health education and infrastructure construction,combined with the special situation of rural poverty-stricken areas in Shanxi Province.Next,it is necessary to determine the detailed index and the critical value of the poverty under the multi-dimensional poverty measurement method,and then using the critical value to calculate poverty level of the research object,at the same time,analyzing the poverty causes of various groups.Finally,on the basis of precise identification and accurate analysis of the factors,according to all kinds of poverty objects,corresponding policies should be carried out respectively,including industrial policy,employment policy and social security policy.
