Study On The Efficiency Of Agricultural Production In The County Of Heilongjiang Province Based On DEA

Agriculture, support the economic development of the country. Through continuous improvement and improvement of agricultural productivity, can make agricultural production to achieve long-term sustainable development. The improvement of agricultural production capacity, on the one hand can expand the labor and land capital investment, on the other hand, can also be used to enhance the efficiency of agricultural production to achieve. Heilongjiang Province as the main grain producing areas in China, in the case of limited resources to effectively improve agricultural productivity, relying solely on the expansion of production inputs is clearly far from enough. Must meet the needs of economic and social development in our province, abandon the extensive mode of production, improve the efficiency of agricultural production, and take the road of intensive development. Therefore, in order to improve the efficiency of agricultural production as the core, with extensive to intensive ch ange for fundamental mode for agricultural development, will become an important strategic goal of development of Heilongjiang Province during "the 13 th Five-year Plan".In this paper, the theoretical basis of the theory of production efficiency is studied, the efficiency of agricultural production in Heilongjiang province was calculated by the method of data envelopment analysis, points out the main problems existing in the development of agricultural production in every county and city of Heilongjiang, pu ts forward the countermeasures and suggestions to promote the development of agriculture in Heilongjiang province. Research results show that:(1)During the period of 2005-2014,the value of input, output and output / input of agricultural production in Hei longjiang province is increasing. Different indicators of growth rate is different, southwest region of Heilongjiang province and the northeast region growth rate is different.(2)The overall efficiency of agricultural production in Heilongjiang province is high,during the period of the study period, the fluctuation is relatively large from 2005 to 2008, less volatile after 2008, increase in volatility. Agricultural production efficiency is related to agricultural production related factors input ratio, the influence degree of the external environment, only rational allocation of agricultural production factors,reducing the interference of the external environment can improve the agricultural production capacity and agricultural production efficiency in the area.(3)The level of modern agricultural development between county and county of Heilongjiang province is large, the traditional agricultural production area such as Shuangcheng City, Wuchang City where has a strong level, The efficiency of agricultural production was significantly higher than that city in remote areas of agricultural production efficiency such as Wud alianchi City, Beian city. Through Data envelopment analysis,for areas with higher scores on the efficiency of agricultural production, mainly reasons are following, such as it has superior production conditions, or enjoys more preferential policies of the country, or major agricultural production areas where has a higher agricultural output. And some areas with lower scores, cause of the extensive mode of agricultural production, low technical level, management mode existing problems and other aspects of the impact.(4)Through input-output analysis of the ideal state of agricultural production by DEA, it finds out the shortage of output and inpu t redundancy in each area, the relevant analysis is made on the existing problems of output and input redundancy, and the improvement measures and suggestions are put forward.
