In the development of human society entered the era of knowledge economy today, human resource has become the core resource of the enterprise, and human resource management for enterprises play an important role in the development process has become the consensus of the managers of enterprises, the human factor and the corresponding become enterprise realize its strategic objectives of the key factors. A new round of reform of state-owned enterprises is in full swing, and has entered the deep water area and crucial period, so the state-owned enterprises for human resource management also put forward new requirements. Of the traditional personnel management system thought residue is hinder the deepening of the reform of state-owned enterprises one of the biggest bottlenecks, therefore, is to want to let the enterprise human resources management as soon as possible matching the practical requirement of the development of market economy, it must be comprehensive and thorough reform of the current enterprise human resources management.In the large state-owned construction enterprise human resource management system construction process in the human resources management theory as the foundation, through the to the construction of a central rate of Z company human resources management system for the status quo and problem analysis of the subject,found in the enterprise human resources management with fuzzy concept of human resource management, enterprise general development strategy and human resources development strategy is not clear; does not meet the requirements of human resource management organization and modern enterprise management; performance evaluation mechanism is not perfect; rigid training mechanism; salary management imperfect and so on.
