At the present stage, Chinese economies has been ranked second only to America in the world. Along with the population bonus reaches the upper limit, the traditional model of economic development reliance on cheap labor has gradually declined, to the contrary.economic transition characterized by innovation and industrial upgrading will be the mainstream of China’s economic development model.In China, there are a lot of small and medium enterprises have become the mainstay of China’s economy, and played a crucial role in the healthy development of the national economy. However, due to various internal and external elements, the small and medium-sized machinery and equipment manufacturing enterprises in China are lack of innovation capability. In knowledge economy era, as the main body of innovation, talented person gradually become the most important source of enterprise competitive power. How to manage human resources effectively to promote innovation in enterprises, which is become one of the important issues faced by the business. In recent years, scholars in the empirical study on the relationship between human capital and innovation has made gratifying achievements. How to apply the results of empirical research to enterprise practices becoming a very important research directions. The main results of this study, dedication and innovation is reflected in the following aspects: First of all, two highly operable empirical studies are selected. With the method of logical deduction, induction and summary, the two studies are dissected and transformed into clear mechanism of action, and operable human capital management direction, administration methods and measures.Second, according to China small and medium enterprise divided standard. Four typical mechanical equipment manufacturing enterprises respectively at different stages of small stage, small to medium-sized transition stage, medium stage and medium to large transition stage has been chosen.By way of questionnaires and site visits, the human capital management and innovation status of these typical enterprise has been surveyed and have found these medium and small-sized enterprises lacking of innovation ability, human capital management system no established, empirical theory guide of fuzzy management. The management of human capital innovation urgently need to be established and improved. Last but not least,according to four typical enterprise of innovation and human capital management status, clear innovative human capital mechanism and operable human capital management direction method are combined researched. By the research steps and methods of human capital innovation management has been proposed. These methods provide enlightenment and reference for the establishment of small and medium-sized machinery equipment manufacturing enterprises as well as the improvement of human capital management taking innovation as the purpose.
