With the increasing of leisure time, leisure activity has become people’s life an important part in the face of the coming of the era of leisure, some of the traditional tourist cities, relying on its rich resources and recreational facilities began to optimize the traditional service industry, vigorously develop the leisure industry. In the 1970 s, Japan put forward the "facing the sea, multi-use" development strategy, the development of marine resources, developing leisure fishery; in the 1980 s, leisure fishery in the United States has become pillar industry of fishery market, now of leisure fishery in America and Europe has been well developed, and the development of leisure fisheries in China relatively late, development level and scale is not high, better development of leisure fishery city is relying on their own natural resources, selfdevelopment of leisure fishery, business diversification, did not form a regulated market.Weihai has a long coastline, coastal fishing village, rich tourism and cultural resources. Therefore, tourism industry has become an important economic pillar of economic development of Weihai, 2003 Weihai was named "the most suitable for human habitation" UN Habitat, and repeatedly held "Weihai International Habitat Festival", because is surrounded on three sides by the sea, rich in marine resources and environmental advantages, the leisure fishery began has obtained rapid development in Weihai, but as an emerging industry, in its development still exist many problems and shortcomings. How to make a better plan for the leisure fishery in Weihai, and make it develop in the direction of sustainable development, and play a role in promoting the economic development of Weihai is an urgent problem to be solved.In this paper, the concept and characteristics of recreation fishery research deepen theoretical research of recreational fishery, through the status of the investigation stage Weihai recreational fishery basic situation and basic types of in-depth understanding of Weihai recreational fishery, through the SWOT analysis method, through the SWOT analysis, compare the strengths, weaknesses, opportunities and challenges, give full play to its advantages of resources, meet the challenge, in this paper, through summarizing the characteristics of Weihai recreational fishery, puts forward some countermeasures to improve the development of leisure fishery, there are mainly based on the safety, strengthen the management of tourist areas, to innovate unceasingly, intensify the promotion, improve staff skills, tightening the fishery area culture study, and hope to find a way to fit the development of Weihai city leisure fishery.
