The Study Of Performance Benchmarking Of Urban Heating Enterprises

According to the China Statistical Yearbook, the end of 2014, China’s central heating area had expanded 6.11 billion square meters, and heating pipe had amounted to 187000 kilometers. As the population increased by year and year, the sustainable development of the real estate, the heating area and the population who are benefit with central heating are all increasing. At the same time, the problem of the whole heating industry in each city in China is also emerge in endlessly. Heating technology is too old to make heating system run well. Some problem, such as "running, emitting, dripping and leaking" is a common in old buildings. heating not only that, our country adopts the traditional big heat exchanger station technology and the constant flow metering system, caused by the large flow, low energy efficiency and small temperature difference secondary pipe network often imbalance problem is resolved. In the respect of Heating Institution, heating companies are on the "natural monopoly" position all the time, occupying the dominant position of heating supply market. People are always feeling discontented because the increasing heating price, and sometimes they choice to resist to pay the fees because of the unfair heating fee. In addition, the charging process of heating fee in our country is not reasonable, causing heating enterprises always in loss-making, and having to accept huge subsidies from country. Although, since 2000, a number of policy have published successively, the reform of the system is not perfect, and the implementation of force is not enough, leading to the result of nothing changed in the 13 years reform.Based on the above situation of heating industry in our country, this paper argues that longitudinal mode of the performance evaluation is not applicable for the heating enterprises, and they need a new way of that(first chapter); And, as technical and economic characteristic of city heating industry is natural monopoly, and the government also making some rules and regulations for them, after the analysis of the basic nature of heating industry government rules and regulations(chapter 2), this paper will sum up the experience of heating reform in our country, comparing with the successful heating reform experience in developed countries in European to have better understand of the heating industry development in China and find the factors hindering the pace of our heating reform(chapter 3); In addition, this paper thinks that although there are so many restricting factors in the heating industry reform, it is possible to achieve the effective competition(chapter 4); Finally, this paper collected 194 date about urban heating capacity and financial, and used the method of DEA(data envelopment analysis(DEA) method) to make the performance evaluation of benchmarking analysis, and tried to make a horizontal competition among heating industries among these cities(chapter 5). And the Benchmarking Methods have not used in the heating industry in academic before, so, it is the innovation in this paper. In the end, according to the result of analysis, this paper will offer some relevant policy suggestions.
