FAO also repeatedly warned Banana Fusarium Wilt disease will bring a devastating blow to the global banana industry. Since Fusarium Wilt first appeared in Guangdong in 1996, the target research and prevention and control practice has never stopped, but the control effect is not very ideal. In the global scope of Wilt disease has spread from Asia to Africa, the Middle East and Australia, Latin America also faces great threat.Therefore, this paper from the perspective of economics, prevention and control measures to banana growers as a starting point, based on the field research of banana planting industry, combining external economic theory, farmer behavior theory, and public goods supply theory to Hainan banana producing areas of banana growing retail control behavior as the research object, and first of all to the Fusarium Wilt disease prevention and control effect of for comprehensive evaluation, draw on the prevention and control of economic benefit, ecological benefit and social benefit, Based on the relevant theoretical knowledge of economic externalities and ecological economics, the ecological and social benefits of the prevention and control of is just the external effect of the behavior of farmers. And economic benefits from the prevention and control of intuitive judgment out for Hainan banana growing retail, the existing control mode is not economical. Then on the based of the relationship between economic and ecological benefits of the Wilt disease prevention and control were analyzed, obtained the Wilt disease prevention and control in the process of destruction of the ecological environment that prevention and control of the negative external restricts the economic benefits of prevention and control, which is to give reasons for the delay Wilt not effective governance. Accordingly, characteristics of banana plantations were studied in detail in this paper, the public goods property of the banana growers rely on resources and the environment is prevention and control in the process appeared the root causes of the negative externalities, government departments need to take administrative intervention to prevent and control the negative externalities. Through the control behavior of farmers for tracking survey, clear with the concrete behavior of negative economic externalities, combined with the farmer behavior theory, using binary logistic model to analyze the derived micro factors which has impact of these negative externalities,effectively reduce the negative externalities in the prevention and control for government providing concrete action to this regulations. Finally, according to the supplyof public goods theory proposed that the government departments also need from the improvement of the agricultural market regulation, banana planting environment, infrastructure construction and other aspects of security of the prevention and control of Fusarium Wilt.For Banana Fusarium wilt disease at an early date under control, and for the banana industry realize sustainable development.
