This paper studies the level of intensive land use in Beijing Development Zone. Based on the evaluate results, it analyzes the general land use situation of Beijing Development Zone, horizontal differentiation, and main problems. Through reviewing the development history and current situation of Development Zone, the thesis proposes that sophisticated industrial structure should be built in Beijing from the angle of implementing strategic positioning and plan reduction in capital city. It is the only way to promote the fine management of industrial land use under the background of big data. In accordance with the requirements of the current side structural reforms, policies should be implemented accurately, administrative recommendations should be raised, and effectively regulate land sprawl in development zones, strengthen research standard of industrial land, and establish of the life cycle management system of the project, etc. so that further enhance the quality and efficiency of industrial land, and promote the development of the capital of industrial transformation and upgrading. The main research contents and results are as follows:(1) It reveals the intensive use level and characteristics of Beijing Development Zone. With three national and 16 city-level development zones in Beijing as study object, the author discusses the evaluation standards of intensive land use in detail and sets up a standard system according to the structure of Development zones(production integration, industry-led). It conducts system evaluation of intensive land use in development zone from several dimensions of land utilization, land use intensity, land use efficiency and management performance, etc., and reflects the difference of land use level in development zones, estimates the potential for ground and potential structural adjustment in development zones, so that the feasibility of future industrial development and adjustment of replacement is obvious.(2) It analyzes of the root of intensive use in development zones, and proposes the countermeasures to increase the level of intensive use. Based on the evaluation of intensive land use, the author analyzes the problems of current land use management in Beijing Development Zones, analyzes in depth the land use characteristics of state-level development zones and municipal development zones and the reasons of main problems affecting the degree of intensive land use.Based on the above comparison and analysis, the paper focuses the research perspective on the context of coordinated development of Beijing, Tianjin and Hebei province, from the angle of building "sophisticated" industry structure in capital city, and proposes policy recommendations with fine management of industrial land use as the core targeting the collected problems. In addition, the paper puts forwards specific measures from the aspects of total control, layout optimization, threshold enhancement, supervision strengthening, etc., with the expect of implementing the transformation of research results into reality.
