There are less than ten years to achieve the heavy goal of building up a comprehensive well-off society in 2010, and the hardest part of it lies on the rural construction. It is of highly significant for overall Chinese economy to develop Chinese rural economy, since Chinese rural has a big population and expand areas. For ten consecutive years, the first policy documents of Chinese government all centered on the issues of agriculture, rural and farmers. In 2014, the issues of agricultural revolution, agricultural modernization and the fundamental economic importance of agriculture had been reemphasized. To develop Chinese rural, government had promote the policy of New Rural Construction, which had become a key to strategic development of China’s economic and a decisive factor for the realization of Chinese modernizations. New Rural Construction, based on China’s socialism and challenged by the new century, is the constructions of economy, politics, culture, education and technology. It also relates to all sides of farmers’life, rural development and agriculture prosperity. So it is of great importance to evaluate the real effects of New Rural Construction. Most of researches focus on the New Rural Constructions in the generalized areas even the developed areas, which the minority areas has been marginalized. So in order to build up a better new rural and achieve the goal of 2020’s comprehensive well-off society, more attentions must be paid to the New Rural Construction in minority areas.This paper will research on the performance of New Rural Construction taking three most typical Ethnic Autonomous Prefectures in Sichuan as examples (Aba Tibetan and Qiang Autonomous Prefectures hereafter shorts for "Aba", Gan’zi Tibetan Autonomous Prefectures for "Gan’zi" and Liang’shan Yi Autonomous Prefectures for "Liang’shan"). Firstly, this paper will build a New Rural Construction Index for minority areas based on the principle of index construction. Then a descriptive analysis into the data of three autonomous prefectures in 2001-2012 will be made to analyze every index’s tendency in these 12 years (certain index will include less than 12 years). And a comparative analysis must be made between the 12 prefectures and their bordering cities. Finally, Analytic Hierarchy Process (short for AHP) will be applied to analyze the performance of the three autonomous prefectures.The major following conclusions can be reached in the research:(1) From 2001 to 2012, three prefectures all performs well in New Rural Construction, while there are many shortcomings and relative big disparities between them.(2) There are disparities and specialties between ethnic areas and non-ethnic in New Rural Construction. For 2012, every major indicates have big disparities compared with their bordering cities in Sichuan.(3) Results can be got by the way of AHP that the different scores of the three prefectures are Liang’shan scored highest of 0.8717, A’ba the second of 0.7994 and Gan’zi the third of 0.6786.To speed up the New Rural Construction, this paper propose the following policy suggestions. Firstly, increasing the effective irrigated rate in minority areas and strengthening water conservancy construction to enhance the agricultural development. Secondly, making scaled and standardized development of ethnic agriculture by raising agriculture machination and developing the agriculture machines in ethnic regions. Meanwhile, subsidies for purchasing agriculture machines should be increased. Thirdly, vigorously develop the local specialty agriculture industries to increase agriculture production and farmers’income. Fourthly, accelerate the development of minority ecological tourism taking advantage of tourism resources in minority areas. And develop special farm-housing tourism to increase regional economy so that provide economic support for New Rural Construction. Fifthly, strengthening security management in minority areas to create a harmonious and simple rural custom. Finally, speeding up rural infrastructure as pipeline network and communication network to enrich farmers’material and spiritual life.
