In the background of the marketization of interest rate, the internationalization of the RMB and the rapid development of Internet banking, our commercial banks need to improve the performance management system to adapt to the new economic environment. Y Bank, as a city bank of the third-tier cities, has its own operating characteristics. BSC performance management system is based on its own strategic objectives. It can achieve the relation of strategy and performance measures, the balance of financial and non- financial indicators through the decomposition of the strategic objectives.This thesis concludes that there are some problems and shortcomings through the analysis of profile and performance management situation of Y Bank, then it analyzes the necessity and feasibility of the implementation of BSC. And then constructs the performance management system based on the theory of BSC. The BSC divides the strategic objectives into four aspects of financial, customer, internal process and learn and grow to make the strategy map. Based on the strategy map it constructs the BSC performance management system of branches and departments and then uses the AHP to calculate the weight of each index. At the same time the thesis researches on the application of BSC in Y Bank performance management system, contains that the monitor and guide of the process, performance appraisal program and the use of the performance results. The thesis ensures that the integrity and usefulness of the performance management system.Finally this thesis analyzes the trouble which it will face to put the BSC into practice and the methods of resolving the problems. It emphasizes that the BSC performance management plans must be based on the strategy. The implementation of the BSC performance management system is a process of full participation and it needs to find problems and improve them in practice. The thesis puts forward feasible reference for both Y Bank and the other city commercial banks.
