Performance management plays an important role in foreign bank's HR Management. With the development of economic in China, bottlenecks in human resource becoming the biggest challenge to further develop modern commercial banks. The management structure with responsibility, team-worker which can reform the management of enterprises and performance management is the key to make the management be effective. The performance management in modern commercial bank has ever aim to maximize the economic scale or purchase the revenue period, now it has changed its vision to maximize the value of the bank. It occurred to existing problems in the application of performance management in modern commercial bank. Such as taking performance appraisal as performance management, imbalance in the usage of balanced scorecard, ect. Those all have become the obstacle in the development of modern commercialbanks'performance management. Both Balanced scorecard and Management by Objectives have been widely used in modern business performance management. Studies for the overall performance management having been matured in recent years, but for commercial banks area, specially the application of performance management in modern commercial bank is not widely addressed. Most of the studies still focused on the performance appraisal.This thesis starts with the background of choosing this topic and summarizes the relevant theories used hereinafter. After that, while going through the performance management theory, the writer raised the questions to create a proper performance management model in modern commercial bank and try to make it, taking HSBC as an typical example of performance management via comparative analysis methods.It is a positive model of performance management which combined target management and balanced scorecard for performance appraisal which was supported by a fundamental characteristic operating system via the interactive e-platforms and recorded by HR thus can ensure the effect in practice. It's worthy to be recommended to utilize in various kinds of companies'HR management, especially in China's modern commercial banks.
