Municipal utility industry is a vital interest of the masses, and it is the key industry with basic, lead and livelihood.. Whether the municipal public utility industry can run safely is the key to support the development of the city.. July 2009 water pollution incident in Chifeng, Chifeng municipal public sector exposed the deficiencies and security risks. Therefore this paper sorted out and analyzed the Chifeng municipal utility industry present situation and the existence of the crisis, it is found that the causes of the crisis and put forward corresponding countermeasures, in order to improve the safety management of municipal and public industry to protect the city’s future development.This dissertation includes four parts. The first part is the research background and significance of municipal utilities crisis management, related terms, and research situation analysis and discussion; the second part, an in-depth analysis of the status quo based on the Chifeng municipal utilities and municipal public sector current management strategies, etc.. and horizontal comparison between the autonomous region from Union City, to find out uneven development, the presence of other construction, operation and management issues, and then summed up the cause of these problems, namely municipal public security system construction industry management not in place, municipal utilities and functions of regulatory agencies set up unreasonable and municipal utilities operating mechanism yet to be straightened; the third part mainly with the national and autonomous region advanced management and business model, a new municipal utility management program, from institutions and terms of staffing, investment and financing system and security system to improve aspects of the new management plan were feasibility study and forecast the expected effect of management; fourth part put forward some reasonable suggestions on the Chifeng municipal utilities management They are to strengthen the management bodies and their functions construction of urban public utilities, strict planning and management, improve the management structure, speed up product and service prices municipal utility reform and the promotion of municipal utilities System.Through shallow analysis of the crisis, and I am in the process of municipal public utilities management present some immature opinions of Chifeng municipal utilities, hope can provide certain basis for decision-making of Chifeng municipal Party committee, municipal government and Chifeng City construction administrative departments, which provides an own strength for the safety of Chifeng municipal utilities construction and operations.
