Researches On The Investment And Financing System Reform For Municipal Public Utilities In Fujian Province

The municipal public utility, as a public product, has its own function and operation rule. Under the traditional planned economic system, the investment and financing for municipal public utilities in China is generally relying on the financial allocation of the local government, and they are so built and managed according to the plan. The fund mainly sources from two revenues, the urban maintenance & construction tax and additional revenue of public utilities. In the new era, it is an urgent issue for the research on investment and financing of China's municipal public utilities about how to develop and create a new way to multiply the main investment body of municipal public utilities and diversify the financing channels so as to realize the marketized operation of the construction process and put an end to the low investment benefit. As one of the coastal open provinces, Fujian Province is seen an inconformity between the investment & financing level of the municipal public utilities and the economic development level, a poor condition comparing to other developed coastal open provinces. Consequently, the improvement of urban competence of Fujian Province and the further development of national economy is bound to be restricted by such disadvantages.This article makes an in-depth analysis on the problems in investment & financing system---one of the main cruces for the construction of municipal public utilities, on the basis of summing up the achievements of Fujian Province regarding to the municipal public utilities during the"10th Five-year Plan". With reference to the domestic and overseas advanced approach to the investment and financing system restructuring for municipal public utilities, the writer studies the investment and financing problems in respect of the important municipal public utilities construction project of Fujian Province and the construction and planning of the municipal public utilities of Fuzhou City during the"11th Five-Year Plan", and then, makes further qualitative and quantitative analysis in light of project classification theory. Finally, the target, direction and strategic policy for deepening the investment and financing system restructuring of the municipal public utilities are therefore presented.
