The Deepening Reform Of Public Service On Migrant Workers

Since 1980s, rural labor force in our country began to pour into the city to look for employment opportunities. These people are called ’peasant workers’. In 2012, total amount of migrant workers is 262.61 million; it is 9.83 million more than last year and increases by 3.9%. Migrant workers make great contributions to urban development; they are important force in modernization construction. But because of many reasons, rural migrant workers in our country are out of public service in cities. They can not enjoy rural public service. Public service for migrant workers is into vacuum and the government has an unshakable responsibility.This paper plans to study fiscal policy supporting public service construction of farmer workers. Solving public service problem of farmer workers can maintain survival rights and development rights of rural migrant workers. It can also promote social development and stability, accelerate urbanization of our country.This article takes various research methods, such as literature research, investigation questionnaire and interview method, etc. It mainly surveys public service situation migrant farmers from L Village enjoy in city. There is national wide distribution for peasant workers of L Village, so results of survey can more fully reflect current situation of peasant workers’ public service in China.This article analyzes existing problems of public service for farmer workers in our country, negative effects on society and causes. It has comprehensive investigation for domestic and foreign practice of resolving public service problem of farmer workers. It points out principles and ideas fiscal policy design should follow. Finally, it designs specific fiscal policy for receiving government and sending government. It discusses content and mechanism of public service supply cooperation for migrant workers between both parties.Receiving government of migrant workers should strengthen public service supply for rural migrant workers and gradually realize equal public services between citizens and migrant workers. The sending government should improve government’s public service level, strengthen rural infrastructure construction to attract migrant workers to return home and receive public service. This offers other ideas for urbanization, namely on-site urbanization. Receiving government and sending government should strengthen public service supply cooperation for migrant workers, such as vocational training, legal aid. They can gradually explore other related contents in practice, expand scope of cooperation. Final goal of fiscal policy is to realize unified national public service system and eliminate ’migrant workers’ (this title in particular historical period). The national people can enjoy the same level of public service.
