Research On The Public Employment Service Of The New Generation Of Migrant Workers

Migrant workers group has become an important part of the modernization of China’s industrial workers.With the employment problems of the new generation of migrant workers in China has been continuously exposed,the country has paid more attention to the public employment services of migrant workers,the academic community has also launched a large number of related research.This study suggests that the solution to the employment problems of the new generation of migrant workers is the prerequisite and basis for solving other problems,and to solve the employment problem,it is necessary to strengthen targeted public employment services.It is of great significance that the public employment service improve the quality of the new generation of migrant workers,promote the construction of new urbanization in China and accelerate the development of urban and rural integration especially in the process of economic structure transformation.On the basis of reading a large number of current scholars’ research results,using the new public service theory,the basic public employment service theory and the human capital theory,this study explores the optimization path of public employment service in China based on the demand of public employment services of new generation migrant workers.This paper analyzes the problems and causes of the public employment services of the new generation of migrant workers by using literature research,questionnaire survey,data analysis and comparative research methods.Combining with the results of the field survey,this paper analyzes the problems and causes of the public employment services of the new generation of migrant workers.Combining the project contents of the public employment service and the new generation migrant workers’ employment characteristics,it forms the public employment service project system of the new generation of migrant workers with three aspects,employment information,employment capital,employment rights protection of the construction,and from the protection mechanism system to ensure that the new generation of migrant workers employment guarantee mechanism to run effectively,that is system security,financial security and supervision and protection.This study suggests that there are obvious deficiencies of the new generation of migrant workers’ the public employment services,the government should make great efforts to improve it.To build a targeted new generation public employment service system,first to understand the new generation of migrant workers employment service needs,and enhance their demand for the response and perception.The new generation of migrant workers public employment services can be improved from two aspects,on the one hand,to construct targeted,availability,effectiveness of the new generation of public employment services to promote the new generation of migrant workers to achieve employment,improve employment capital and strengthen employment security,on the other hand,to construct the operation and guarantee mechanism to promote the cooperation between the government and the social capital,to establish a diversified supply model,to increase public financial investment,to optimize the allocation of financial resources structure,to establish legal protection,to strengthen supervision and evaluation,which ensures the effective operation of the public employment service system.The solution to the problem of the new generation of migrant workers depends on the promotion of the equalization of basic public services between urban and rural areas and accelerate the true equality of rights and benefits attached to the "agriculture" and "non-agricultural",and promote the equalization of basic public services in urban and rural areas.
