Process optimization and reengineering is a method to meet to the highest degree the rapid development needs of enterprises and supply chain management systems through resource integration and optimization. More a management ideology than a methodology, process optimization and reengineering aims to substantially improve costs, quality, services and speed, thus enabling enterprises to best accommodate the modern business environment focused on customers, competition and changes. This study applies the theories of process optimization and reengineering to practices, optimizing the entire elevator inspection process and part of it, including procedure reduction and sequence adjustment, all in the purpose of higher quality and efficiency, lower costs and work intensity, energy preservation, safe production and pollution control, etc. This paper combines practical experience and theories of human resource management and process optimization, compares previous elevator inspection process and current developments and trends, and proposes a new theory on appropriate optimization and simplification of elevator inspection process with reference to foreign inspection standards and technical regulations. Simplification results in higher work efficiency, faster procedures and less work load. After a research of domestic and foreign business process optimization and reengineering theories, an analysis of the status quo of domestic elevators as a special equipment is conducted, and a conclusion drawn, which is most significant to elevator inspection process optimization and reengineering and special equipment integrated inspection. With the aid of process optimization and reengineering, an analysis is conducted on Pingdingshan elevator inspection process in a comprehensive manner. The flaws in current process are criticized and optimized using the process performance evaluation model of "QQTC", which weighs the quantity, quality, time and cost of a process to evaluate its appropriateness and propose optimization plans. The analysis proves the feasibility of elevator inspection process optimization. This paper pioneers in the close combination of quality management theories and elevator inspection practices, and presents a detailed study and practice of how to establish, implement, maintain and improve the quality management system of Pingdingshan SEI Agency, with innovative optimization measures to enhance quality of inspection service, which provides a reference to future optimization and reengineering of other SEI processes.Practices prove that after optimization in 2010, Pingdingshan SEI Agency elevator inspection quality system operates well in general, with higher efficiency of all inspection services. Customer waiting time has been reduced, while satisfaction further enhanced. The staff, acting more in compliance with regulations, have won recognition and praise of the government, the society and the overall customers.
