Circular Economic Development Status And Countermeasure For Shaanxi Province

Since the reform and opening up, Shaanxi relies mainly on the investment of capital and open, development resources to realize the rapid development of economy, but with the times, the problem from the extensive economic growth mode is further revealed, and affect of a large number of resources consumption and waste on social and economic environment is more and more prominent, some industries face with excess production capacity, imbalance of supply and demand, increase of costs and drop of prices. The negative effect from development also is gradually revealed, and some has become the restrict factors for the sound, rapid and sustainable economic and social development in Shaanxi province, so to develop circular economy in Shaanxi province is very urgent and indispensable.Based on Shaanxi’s regional and natural resources characteristics, using Marxism principles of economics, and outlook on sustainable development, the overall situation for the circular economic development in Shaanxi province is discussed. After preliminary understanding of agriculture and ecological services as priority in southern Shaanxi, industry and agriculture in central Shaanxi, and energy in northern Shaanxi, analyze the current development situation of regional circular economy, objectively and accurately find out their restrict factors, which resulted mainly from incorrect understanding of the circular economic concept, inadequate support of the policy and laws, and shortage of capital and technology. The circular economic development modes suitable for the three areas of Shaanxi are induced. It is pointed out that in southern Shaanxi the laws and regulations for circular economy should be perfected and promoted, and the basic conditions and policy-supporting system should be built; in the central Shaanxi the role of local governments in agricultural circular economy should be brought into play, farmers’s enthusiasm and creativity for circular economic development should be actively tapped, diversified agricultural cooperative should be organized to form main forces for developing agricultural circular economy, and innovative organism for developing agricultural economy should be perfected; and in northern Shaanxi, make fully use of coal, natural gas and oil to build a circular economic industry zone with reasonable structure, so in the meanwhile of the development, comprehensively evaluate the natural environment and ecological balance for fully sustainable and benign development.
