The Analysis On The Status And Countermeasures For The Development Of Our Country's Circular Economy

China is a developing country, which is in a process of industrialization, urbanization and rapid economic growth, and shoulders the historic responsibility to improve the social productivity, enhance national strength, as well as improve the living standards. However, in the development process of our country, we also face many serious problems. On the one hand, the population is too large, ecological damage is severe, resources are becoming less and the carrying capacity of environment is weak, the overall function of the ecosystem is not significant and the capacity of resisting various kinds of natural disasters is weak. On the other hand, the production techniques and technology is relatively backward, and the traditional "three high" mode of economic growth causes enormous waste of resources and the incomprehensive utilization of resources, and so on. All of them put a big stress on the future economic and social development. Therefore, the rapid development of the circular economy plays an important role in implementing sustainable development strategies.The article starts from the circular economy's characteristics combining theories from home and abroad, and defines the concept of circular economy primarily. And then, I analyzed and discussed the situation and issues on the development of China's current circular economy. And then, by learning a variety of measures of circular economy from developed countries, I drew useful lessons for China's economic development. Finally, according to our country's specific characteristics, I work out measures to promote the development of our country's circular economy.The article can be divided into the following four parts:Part I: Elaboration on the circular economy generally. The first section is the introduction of the origin of circular economy and its development. From the infancy Marx's thinking to the official presentation of the "recycling economy" by Paulding's. And then, with the acceleration of industrialization process, the human resources bear a huge price, and at the same time the problem of environmental pollution is increasing. Human begin to recognize the need of circular economy development. Thirdly, I try to define the concept and content of circular economy, elaborating the internal logic between the concept and meaning ,and then, introducing the basic features and principles of the circular economy ,namely, the characteristics of low-exploitation, low-inputting, high-using , low-emissions as well as the "reduction, reusing, recycling of the 3R principles. Introducing the necessity and urgency of circular economy's development in the background that environmental issue has become prominent increasingly. Our country is a developing country, which has a large population, weak economic foundation, shortage of resources relatively, and the phenomenon of scarce resources will exist for a long time. Under such circumstances, the only way to ease our country's shortage is the development of recycling economy, exploiting resources'intrinsic value and alleviating the pressure on resources fundamentally. The last introduction is the development of circular economy is the only way to build an ecological civilization. Report to 17th National Congress proposed ecological civilization firstly, formed a model to save energy resources and protect the ecological environment basically, and it also pointed that the construction of ecological civilization needs rational using of energy resources and ecological environmental capacity, and the sound and fast development of economy should be based on the constant recycling of material, promoting the harmonious development of economic systems. Under the circumstances, vigorously developing the circular economy is an inevitable choice to the construction of ecological civilization.Part II: Elaboration on the status of China's circular economy development. First of all, I introduced the history of development on circular economy in China and the main situations at this stage. We all know that in ancient China emphasizes on harmony between human and nature, and the working people is also thriving practice the circular economy in the fields. With the further deepening of reforming and opening-up, recycling economy has come a long way in the use of resources, conservation of natural resources, sound processing, as well as building awareness and trial. Nevertheless, in the course of its development, problems are still very severe, such as not to change the traditional model of economic growth, the lack of a proper system of policy support, resource comprehensive utilization technology is backward relatively, and some institutional barriers, which limits the development of circular economy further development.Part III: I focused on introducing the basic situation of circular economy development of developed countries. I take Germany, Japan, the United States the development of circular economy as examples, combining with China's national conditions, from which I drew inspiration: Firstly, establishment a sound legal system, the realization of law and acceleration on establishment of some special rules, which can lay a good foundation for the improvement of legislation in the future; Secondly, to promote some economic policies to speed up economic development, such as financial, fiscal and taxation policy , giving concessions to promote the development of circular economy; Thirdly, attaching importance to the guiding role of government and relying on support and planning of government.Part IV: According to the circular economy's issues in our country, I provided the corresponding countermeasures and suggestions: Firstly, improving the system, laws and regulations; improving the incentive policies, establishing a policy support system; Secondly, adjusting the industrial structure, constructing eco-industrial system; Thirdly, developing science and technology, establishing green technology supporting system; Fourthly, changing misconception of traditional conception, stepping up publicity. By using a multi-pronged approach, which is the support policies and the implementation, we can break through the restricted fundamental issues of circular economy, and be able to guarantee a well-off society of the smooth realization of the magnificent goal, which is to build a moderately prosperous society in all respects.
