With the development of the integrated economy and the accelerated rhythm of urbanization, the demand to the land for the urban construction become more and more, especially in respect of the farmland, which results in the more conflict between keeping arable land and promoting the development of the economic development. In view of this, we have to adjust the work thought and method for the both of meeting the demands for land for urban construction and holding the dynamic balance of total arable land, and we can harmonize to increase the total amount of land for construction and no reducing the total amount of arable land in order to expand the urban construction and hold dynamic equilibrium of the total arable land.In recent years, the relevant Government of Nanping City achieved some successful experience by carrying out reclamation of old villages and the change of construction land linked to indicators between the urban and rural area. At the same time, the works also are confronted with many difficulties and problems without settlement. In order to provide the theoretical basis and reference for the above work indicators, this article analyze the existent difficulties and propose the program of the settling the problem on the basis of much theoretical research and practical investigation. In this paper, the final conclusions are drawn as follows:(A) the existent problemsFirst, the capital sources is shortage, for example, the government investment is the only source of funds for the reclamation of old villages at the present. The shortage of funds lead to the rehabilitation unsatisfied; Second, the rehabilitation land usually is the low quality of arable land which make the cultivation costs so high and lead to farmers’abandonment since the farmers’low enthusiasm; Third, the workers involved usually focus on the work indicators of the policy on the old villages’reclamation but no the quality of carrying out the policy; Fourth, since the preliminary readiness without enough, the lack of long-term planning and the disorder of implementation on the policy, all result in a lack of completeness of project implementation; Five, the disputation in the neighborhood during the allocation of funds since the loss of equity and unclear property rights.(B) solutionFirst, the shortage of the capital sources is settled by the introduction of private capital, which expand the old reclamation funding, and reduce financial pressure the government to solve the shortage of funds; Second, the workers involved do their best to improve the quality of reclamation land by the suitable measures such as keeping the following the management and protection of arable land of reclamations; Third, the authorities related have to settle with thought of focusing on the indicators but no high quality of carrying out the policy for the orderly reasonable development by means of the preparation of scientific planning, the implementation of comprehensive land management, strict examination and approval; Fourth, the authorities involved must establish a long-term mechanism to strengthening the rural homestead management, the management of land tenure adjustment, the rural land management of the clear property rights, and enhance the fairness of the compensation; Fifth, the old village rehabilitation project is carried out to be adapted to local conditions such as the abandoned villages’comprehensive renovation, and upgrading old village reclamation project implementation results, etc.
