"The vast population and limited land, land scarcity" has been China’s basic national conditions. At present, our country is in the period of industrialization and urbanization, the contradiction between man and land, the contradiction between supply and demand is becoming more and more prominent, the effective way to solve the contradiction is to carry out the economical and intensive use of land.The study elaborated the concept and basic theory of intensive use of the land, summarized the domestic and foreign related theoretical research situation, Reference domestic experts and scholars on the research results of land intensive use of land, it introduces the location theory, sustainable development theory, land compensation decline theory, land rent and land price theory and other related theories, selected Ningyang County in Shandong Province as the study area, using entropy method to determine the weight of each index, with efficacy function analysis evaluation of urban and rural areas throughout the county land economical and intensive utilization status, the spatial difference of agricultural land and construction land saving and intensive level were analyzed by principal component analysis, combined with qualitative and quantitative analysis, statistical space and overall analysis method, it can be used to estimate the potential of intensive use of land for construction, and the results can be expected to be a reference for the whole county land use planning as well as related land work.Articles selected 12 towns in this county as the object of study, based on the present situation of land use of 2013, taking land input intensity, land use intensity, land use structure and layout, establishing the evaluation system of intensive use of agricultural land and constructing land, and evaluated the level of land intensive use in the county, finally come to the conclusion:(1) The overall level of intensive use of land is 0.68, belonged to the period of intensive use of low grade, closed to the moderate period of intensive use, In the comprehensive score of the criteria, the layout of the land use structure was the highest(0.85), land input intensity was lowest(0.50), land use intensity(0.70) and land use efficiency(0.69) were similar. Agricultural land intensive use level is 0.62, which belongs to the intensive use of low grade; The level of intensive use of land for construction is 0.76, belongs to moderate economical and intensive use period.(2) Land input intensity is the lowest in the comprehensive evaluation of agricultural land, land input intensity < land use intensity = land use efficiency < land use layout. The land use layout was the highest in the comprehensive evaluation of the construction land use, land input intensity < land use intensity < land use layout.Using the comprehensive evaluation system of land saving and intensive utilization of land, calculated the spatial differences in the level of intensive use of agricultural land and the intensive level of land intensive use of constructing land, and comes to conclusion:(1) Fushan town(0.57) got the highest level of agricultural land saving and intensive utilization, in intensive utilization level, the overall level of the township is not high and half of them under the average level of the township.(2) Ningyang town(0.61), the county seat, got the highest degree of constructing land saving and intensive utilization, in intensive utilization level, and Xiangyin town(0.28) is the lowest one.Conclusions drawn from the constructing land saving and intensive utilization potential calculation is that: Urban constructing land saving and intensive total potential is 42.94 hectares, Ciyao town(378.10 ha) has the largest urban constructing land saving and intensive potential, Dongshu town, Geshi Town and Gangcehng town is negative. The size of rural residential land potential is 1346.23 hectares, of which, the largest in consolidation potential is the Geshi Town, sorting area reach 241.63 hectares, Jiangji town’s consolidation potential is the smallest, sorting area is 17.96 hectares. The existing idle or low efficiency of industrial and mining land replacement potential is 87.41 hectares.
