The mobile communication market has experienced nearly 30 years of development. In recent years, saturated users, increasing costs of new users, atrophy of traditional voice, short message and WAP Internet services, are the main issues enterprises, facing. Part of the communication business has even been replaced by mobile Internet applications. Network technology changes rapidly, yet 2G users are not fully switched to 3G.4G is so widely used while 2G,3G,4G networks coexist, capital of network construction continues to increase, the cost of equipment operation increases accordingly. At the same time, the alternative from traditional telecom business into a kind of new mobile Internet services may make the operators face the risk of difficult cost recover through high investment network. In this situation, the resource allocation pattern of simple calls, short message, webpage browsing will face many problems, which is mainly reflected in the alternative changing of service demand, shrink of traditional business, and capital market demands of sustainable growth and high profitability requirements for enterprises. How to improve the network source configuration has become an important issue in front of many enterprises.The purpose of this paper is to explore the application theory and method of resource allocation and the uniqueness of resource allocation in the mobile industry. Through exploring the multi-dimensional resource allocation strategy based on customer demand, a detailed classification of the mobile communication network products and resources, and a structural analysis of product resource demand are proposed. Combined with "2G,3G,4G, Wlan" Four-Network development strategy and collaborative planning model, this paper gives a network source collaborative improvement ideas and system configuration method by predict of the macro environment of the market, user development, and business development.
